The Contra Costa County Office of Education (CCCOE) is a unique public education agency. One of 58 counties in California, Contra Costa County serves the 11th largest public-school student population in the state, supporting approximately 169,394 students. Officially established in 1932, CCCOE has a long history of providing direct services to some of the county’s most vulnerable students, including young people who are incarcerated, experiencing homelessness, in foster care, or who have severe physical or emotional challenges. Job Summary
Job Summary
Under general supervision, analyzes, audits, and reconciles school district payroll transmittal records, retirementreports, and deduction registers; assists staff and school districts with complex payroll and retirement issues; trains and advises school district payroll accountants and internal staff on various payroll and retirement processes and procedures; performs complex evolving accounting work in the computation, recording, monitoring, paying, and reporting of payroll and retirement data; performs a variety of specialized and technical duties and audits to ensure district employee and employer deductions for STRS, PERS, and/or Social Security and Medicare taxes are paid and reported in an accurate and timely manner in an increasingly complex legal environment; safeguards the Agency, school districts and charter schools from the impacts of penalties and interest, audits, and legislative developments, which can have significant adverse impacts on agencies, employees, and retirees, reducing these impacts to the full extent possible and performs related duties as assigned.
Requirements / Qualifications
REQUIREMENTS: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: • Any combination of coursework equivalent to graduation from high school supplemented by two (2) years of college level coursework in finance, accounting, or a related field and four (4) years of progressively responsible accounting experience in a California public school or other government agency environment involving payroll, financial accounting, and/or retirement reporting responsibilities. • Experience in school district payroll, retirement reporting, and payroll tax compliance, with knowledge of STRS, PERS, and applicable regulations. Ability to analyze and resolve complex payroll issues, provide training and technical support, and maintain accurate, compliant reporting. Strong organizational, communication, and customer service skills are essential. LICENSES AND CERTIFICATIONS: • Valid California driver’s license. **Please note that skills testing will be required as a part of the interview process**
