The Contra Costa County Office of Education (CCCOE) is a unique public education agency. One of 58 counties in California, Contra Costa County serves the 11th largest public-school student population in the state, supporting approximately 169,394 students. Officially established in 1932, CCCOE has a long history of providing direct services to some of the county’s most vulnerable students, including young people who are incarcerated, experiencing homelessness, in foster care, or who have severe physical or emotional challenges. CCCOE also provides support services to schools and school districts throughout Contra Costa County, services that can be handled more effectively and economically on a regional basis rather than by each of the county’s 286 schools or 18 school districts. These services range from budget approval and fiscal support to technology infrastructure and communications support. Requirements / Qualifications
Education and Experience: · Any combination equivalent to: a master’s degree in human resources, business or related field required, and five years increasingly responsible human resources experience including work with classified and certificated personnel functions and three years in an administrative capacity. · Demonstrated expertise in personnel laws, regulations, and best practices. · Demonstrated expertise in collective bargaining and negotiations. · Bilingual proficiency is desirable.

Under the direction of the Superintendent, the Assistant Superintendent of Human Resources, plans, organizes, controls and directs County Office-wide Human Resources operations and activities for classified and certificated personnel including employee relations, staff development, Workers’ Compensation, safety, benefits, credentialing, record-keeping, recruitment, selection, classification, compensation and evaluation functions; coordinate and direct communications, information, personnel and resources to meet County Office human resources needs and assure smooth and efficient Department activities; supervise and evaluate the performance of assigned personnel.
