Requirements / Qualifications
THE POSITION: Under direction of the Internal Business Services Executive Director, coordinates, supervises and participates in the work of the payroll and retirement units engaged in processing, accounting and maintenance of payroll, employer-paid benefits, workers compensation; complex accounting, reconciliation, reporting and remittance of the California Public Employment Retirement System (PERS) and the California State Teachers Retirement System (STRS) member contributions for the Alameda County educational agencies. Also provides technical assistance in finance, accounting and legal compliance related to payroll and retirement reporting. TYPICAL DUTIES: Coordinates, supervises and participates in the processing of payroll for ACOE and client agencies. Coordinates the accumulation of data, auditing, reconciliation, reporting and remittance of PERS and STRS member contributions. Analyzes data, conducts research and seeks advice from the IRS, Franchise Tax Board, Social Security, PERS and STRS in order to provide technical assistance. Coordinates payroll compliance with retirement rules, state and federal regulations, education and labor codes, ACOE policies and procedures, and collective bargaining agreements. Establishes procedures for payments of payroll taxes, direct deposits and submission of payroll tax returns. Coordinates and reviews the appropriateness of salary deductions and contribution remittances of the Section 125 Flex Plan, the Section 457 and Section 403(b) plans. Reviews journal entries affecting payroll and the estimated and final amounts of PERS and STRS member contributions. Reviews any PERS and STRS audit findings on ACOE and client agencies district’s retirement reports and follows up their resolutions. Develops and conducts workshops and/or trainings for ACOE staff and/or Alameda County School districts in the areas of payroll taxes, payroll reporting and retirement reporting. Trains and evaluates assigned staff.
QUALIFICATIONS: Any combination of education and experience proving the required knowledge is qualifying. Typical qualifications would be equivalent to; Bachelor’s degree with major coursework in business, economics or a related field. Five (5) years of technical experience with increasing responsibility in payroll in a school district or county office of education.
