Essential Functions:

 

Under the direction of the Dean of Student Services, the Director shall manage, supervise, evaluate, and lead TRiO Programs in order to advance institutional and community efforts to improve student success. The Director of TRiO Programs will perform the following duties:

 

• Manage staff and provide leadership for TRiO Student

 

Support Services and Upward Bound programs;

 

• Supervise the delivery and evaluation of program services to ensure compliance with federal regulations and program goals and objectives;

 

• Write, submit and monitor current and new TRiO Program proposals;

 

• Write and submit accurate and timely TRiO Program annual reports to the U.S. Department of Education;

 

• Maintain accurate records of TRiO student participants in accordance with U.S. Department of Education guidelines;

 

• Review staffing needs for academic, classified, and part-time personnel and making recommendations for hiring;

 

• Participate in campus/districtwide initiatives directly related to student success;

 

• Develop and monitor program reviews for TRiO Programs including student learning and program outcomes, assessments, and evaluation of data for the purpose of program improvement and to improve student learning;

 

• Work with the Office of Institutional Research and Effectiveness in order to assess and evaluate programs and services;

 

• Develop, monitor, and manage program budgets;

 

• Review and analyze data and statistics for the purpose of improving the delivery of services to students;

 

• Conduct and/or coordinate performance evaluations for academic and classified staff;

 

• Foster an atmosphere of mutual respect and openness that will promote collaboration among students, faculty, and staff;

 

• Encourage and facilitate professional staff development;

 

• Make recommendations pertaining to space utilization;

 

• Work in collaboration with local universities and colleges in order to promote transfer;

 

• Work collaboratively and make presentations as necessary to various groups within the district, community, and state; and

 

• Perform other duties as assigned by the Dean of Student Services.

 

Minimum Qualifications:

 

• An earned master’s degree AND one year of formal training, internship, or leadership experience reasonably related to the administrator’s administrative assignment; OR

 

• Possession of a valid California Community College Supervisory Credential.

 

AND

 

• Evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students.

 

Desirable Qualifications:

 

• Three years of recent professional experience in developing and managing programs and services for economically or educationally disadvantaged individuals, and/or three years of recent experience in a leadership position preferably within a postsecondary institution in student services;

 

• Evidence of counseling and/or advising experience;

 

• Evidence of ability to develop, modify, implement program plans, policies, and administrative guidelines;

 

• Evidence of ability to budget and plan;

 

• Evidence of ability to develop proposals for funding;

 

• Evidence of ability to work effectively with diverse constituencies in a participatory governance environment;

 

• Recent experience working with African American, Latinx, Native American, and other racially minoritized students and an understanding of how historical patterns of exclusions of these groups in higher education shape patterns of participation and outcomes;

 

• Willingness to examine and remediate one’s relational practices to more effectively engage and support racially minoritized students;

 

• Experience and skill with addressing issues of equity;

 

• Potential for contribution to institutional vitality and growth; and

 

• Knowledge of the community college and its mission and goals.

 

Conditions of Employment:

 

224 duty days and 22 vacation days for a total of 246 days contingent upon funding.

 

Salary and Benefits:

 

Salary is $104,906 – $132,196 based on education and experience. A doctoral stipend of $2,021 is available. In addition, the District offers an attractive fringe benefit package including medical, dental, and vision coverage for the employee and dependents, and life insurance. Employees are also members of the California State Teacher’s Retirement System (CalSTRS).

 

Selection Procedure:

 

Applications will be screened to determine which applicants meet the minimum qualifications as stated in the job announcement.

 

From the applicants who meet the minimum qualifications and who have submitted all the required documents, a selection committee will determine the candidates who are best qualified based on the minimum and desirable qualifications. They will be invited to interview.

 

The selection committee will rate responses to the interview questions, teaching demonstration, and writing prompt (if applicable). Based on this rating, a small number of applicants will be selected as the “recommended candidates”. These candidates will be forwarded to the Vice President of Student Services and College President for final interviews. A hiring recommendation will be made by the College President and forwarded to the Board of Trustees of State Center Community College District for final approval.
