About the Employer

The Merced County Office of Education assists Merced County’s 20 school districts through support and oversight of curriculum and instruction, alternative education, business services, early education, technology, migrant education, special education, and teacher credentialing. MCOE is led by the elected Merced County Superintendent of Schools and governed by the Merced County Board of Education. While serving as a focal point to facilitate local school/government/community partnerships, MCOE is responsible for the fiscal oversight of each school district in Merced County, hears appeals for student expulsion hearings and interdistrict transfers and operates Green Meadows Outdoor School.

MERCED COUNTY OFFICE OF EDUCATION POSITION TITLE: Supportive Services Liaison (13/E) SALARY RANGE: CLS/30.5 MINIMUM QUALIFICATIONS: Education and/or Training: High school diploma or recognized equivalent. Experience: Over one year of experience in social work, health or a related field. Must be knowledgeable of the needs of migrant families with demonstrated experience in recordkeeping. Credentials and/or Skills: Bilingual in the language of the families to be served. Proof of valid CA driver’s license and minimum amount of liability insurance required by law. DMV printout required. Must furnish own transportation. DESIRABLE QUALIFICATIONS: Education and/or Training: N/A Experience: Experience working in a school district, county office of education or similar agency. Credentials and/or Skills: Word processing and computer skills. SUMMARY OF POSITION: Under the direction of the Supportive Services Supervisor, Migrant Education Department, the function of the Supportive Services Aide is to serve as liaison between the Merced County Office of Education (MCOE)/Migrant Education Department and the school, community agencies and parents in the delivery of supportive services to migrant students. This position is included in the classified bargaining unit and is subject to terms of the union agreement regarding membership, payment of like fee, or donation to recognized charity. ESSENTIAL FUNCTIONS: 1. Identifies and recruits migrant children eligible to receive services under the Migrant Education Program in accordance with eligibility guidelines. Refers migrant children, within the area of assignment, for enrollment in the school district. 2. Provides area office and schools with a “monthly eligibility list” containing names of migrant students enrolled. 3. Enrolls and withdraws identified children in the COE-Star Data System; updates records as required. Collects statistical data, maintains records and submits reports in accordance with state and regional guidelines. 4. Assists with the collection of and monitors the reporting of instructional data on migrant students. 5. Receives, checks, files and distributes educational and health records to migrant and school district personnel as required. 6. Communicates with migrant and school district personnel with regard to the identification of serious or chronic health problems which require attention. 7. Initiates and follows through on specified procedures to provide emergency medical and/or dental services as required. 8. Works in coordination with school districts in providing welfare and attendance services and facilitates the participation of migrant students in the free and reduced-price meals program. 9. Works with community agencies in securing health and welfare services, transportation to health facilities and other social services as required by migrant families. 10. Responsible for forming, training and maintaining Parent Advisory Committees (PACs) in accordance with regional guidelines. 11. Assists migrant families in obtaining needed services such as education and family counseling, housing, employment, educational opportunities, etc. 12. Serves as liaison between community, schools, agencies and migrant families. 13. Assists with the collection of time sheets as required. 14. Attends regional and state workshops and/or conferences as required. 15. Operates standard office equipment. 16. Operates a motor vehicle. 17. Performs other related essential functions as assigned. PHYSICAL REQUIREMENTS: Employees in this position must have the ability to: 1. Sit for extended periods of time. 2. See and read printed matter with or without vision aids. 3. Hear and understand speech at normal levels and on the telephone with or without hearing aids. 4. Speak so that others may understand at normal levels and on the telephone. 5. Operate and use standard office equipment. 6. Operate a motor vehicle. 7. Stand, walk, bend over, grasp, reach overhead, crouch, stoop, twist, push, pull, move, lift and/or carry 0 to 25 pounds to waist height. WORK ENVIRONMENT: Employees in this position will be required to work indoors in a standard office environment and in an individual home environment; travel by motor vehicle outdoors in varying degrees of temperatures; and come in direct contact with MCOE/district staff and the public.
