Position Control Specialist positions are typically 8 hours per day, 246 workdays per year. Examples of Duties Under direction of the Director of Finance, coordinates and performs complex analytical and technical financial and budgeting work involving the position control function of the financial system; exercises independent judgment in general budget and authorized positions in accordance with established policies and procedures; manages budget updates and calculates site allocations; creates and/or compiles position allocation, position control, budget, and other related reports as directed, and performs a variety of other duties relative to assigned area of responsibility. POSITION CONTROL SPECIALIST

SUMMARY OF DUTIES
Under direction of the Director of Finance, coordinates and performs complex analytical and technical financial and budgeting work involving the position control function of the financial system; exercises independent judgment in general budget and authorized positions in accordance with established policies and procedures; manages budget updates and calculates site allocations; creates and/or compiles position allocation, position control, budget, and other related reports as directed, and performs a variety of other duties relative to assigned area of responsibility.
DISTINGUISHING CHARACTERISTICS AMONG RELATED CLASSES
The descriptions below are provided to demonstrate how this classification fits within the organization and to assist in quickly identifying key differences between classifications which may appear otherwise similar. All classifications are listed in order from highest to lowest.
The Accountant/Internal Auditor classification is a management classification which performs professional level accounting duties related to financial analysis and budget development and control, performs internal audits, oversees staff in the areas of accounts payable, accounts receivable, payroll, and budget, and performs other duties relative to assigned area of responsibility. 
The Position Control Specialist classification performs complex analytical and technical financial and budgeting work in support of the position control system for all positions in the District; works closely with site and department administrative staff in order to develop and manage site budgets; manages budget updates and calculates site allocations; and creates and/or compiles position allocation, position control, budget, and other related reports as directed. 
The Accounting Specialist IV classification serves as a lead worker and performs complex financial and accounting record keeping duties for an assigned District function such as payroll, budget control, or categorical funds, provides work coordination and assistance to others at peak work times, provides work direction to department staff, and serves as a resource to troubleshoot problems in payroll, accounts payable, accounts receivable, budgeting, and categorical funds.
SUPERVISION RECEIVED AND EXERCISED
• Receives supervision from the Director of Finance or management designee.
• Receives technical and work direction from an Accountant/Internal Auditor.
• May provide technical work direction to Accounting Specialists.
ESSENTIAL DUTIES
• Receives and reviews requests to establish new or fill existing vacant positions; ensures positions are authorized and funds are available;
• Sets up authorized positions in the position control system; establishes job codes for new jobs/classifications; creates and maintains position control records and logs; advises others on change of position, budget, and account codes as needed and in accordance with accounting manual requirements; 
• Performs complex analytical and technical tasks involving the position control system for Budget Development and the preparation of the annual District budgets;
• Works closely with the Human Resources Department to ensure accuracy of position control records; 
• Makes appropriate changes to positions and site or department budgets in accordance with personnel actions such as reclassifications, changes in position Full-Time Equivalency (FTE), or salary reallocations;
• Provides information to, and confers with, District administrators on staffing formulas and budgeting of positions;
• Works closely with site and department administrative staff in order to develop and manage site budgets; inputs site and department budgets into the financial management system and makes budget revisions as needed; works with sites and departments to prepare salary projections; 
• Acts as liaison with sites and departments to provide increased understanding of budget, position control and payroll issues; 
• Creates and/or compiles position allocation, position control, budget, and other related reports as directed.

EMPLOYMENT STANDARDS

Physical Requirements: Employees in this classification stand, walk, sit, stoop/bend, reach overhead, lift and carry up to 20 lbs., use fingers repetitively, use both hands simultaneously, speak clearly, hear normal voice conversation, and see small details. 
WORK ENVIRONMENT:  Employees in this classification work primarily inside an office environment, with frequent interruptions, and with changing priorities and deadlines.
APPOINTMENT: In accordance with Education Code Section 45301, an employee appointed to this class must serve a probationary period of six (6) months during which time an employee must demonstrate at least an overall satisfactory performance in order to attain permanent status in the classified service.
