Requirements / Qualifications
Performs financial, operational and compliance audits of district programs and activities, including those funded under governmental grants and contracts. Supervises mandated cost program. Examines a wide variety of accounting records, procedures, and systems of internal control to determine compliance with laws, regulations, and procedures. Determines that records, distributions, revenues and disbursements are accurate and documented. Audits school student body funds, cafeteria cash collections, transportation fees, adult education fees, reports of average daily attendance, inventory, purchasing and other income and expenditures of the district. Coordinates the programs with federal, state and county audit requirements and with the firm selected to perform the district's annual audit. Assists in the development and installation of accounting procedures and makes special audits. Consults with the data processing department during the development of new accounting programs and performs auditing feasibility checks on final products. Makes oral and written presentations to management during and at the conclusion of the examination, discussing deficiencies and recommending corrective action to improve operations and efficiency; Determines the auditing procedures to be used. Verifies the physical existence and recorded accountability of district fixed assets inventory. Performs reviews to determine duplication of efforts and recommends corrective action when necessary. Coordinates districtwide system for reimbursement and audit of state mandated costs. Assists governmental auditors, program auditors and school personnel with accounting and reporting procedures. Prepares written reports of audit findings; performs research as assigned. Prepares a summary of student body & scholarship funds. Performs those duties and responsibilities, including supervisory and advisory duties, as may be prescribed by the Superintendent.
Knowledge of •Generally accepted auditing standards, governmental accounting procedures, generally accepted accounting principles, financial statements, and integrated financial management systems. •State and federal laws and regulations related to school districts. •Budgeting procedures, revenue and expenditure analyses and changes in fund balances. •School district operations and procedures. Ability to: •Analyze data for the external auditors, consultants & the general public. •Work with administrators and staff in implementing internal control procedures and monitoring compliance with state and federal laws. •Exercise good judgment and tact; Speak and write effectively. •Work effectively with all segments of the educational community and general public. •Assemble and analyze data, and make appropriate recommendations for action. •Design and implement procedures.
