Alum Rock Union Elementary School District Position Title: Assistant Superintendent, Business Services Reports to: Superintendent Functions: Administer the business services of the District and in accordance with state and federal guidelines related to school finance; provide leadership in business services; to provide optimal educational support with the financial, human and technical resources available; supervise and evaluate the performance of assigned personnel. Areas of Responsibility: • Administer the business services of the District including accounting, accounts payable, budget, distribution services, fiscal projects, insurance, inventory, payroll, purchasing, maintenance/operations, and school facilities. • Provide leadership in business and planning to provide optimal educational support with financial, human and technical resources. • Implement Board policies and decisions related to assigned areas of responsibilities including legislative effecting school district services. • Assure compliance with the policies of the Board of Trustees and in accordance with state and federal guidelines related to assigned areas. • Provide and present budget and fiscal data to Board of Education, cabinet, district administrators, and the public. • Prepare and conduct in-service sessions for District Administrators regarding budget and fiscal requirements and procedures. • Coordinate internal and external fiscal and program audits. • Supervise the management of the financial activities of the District. • Administer budget development and long-range financial planning to support the District’s goals. • Direct accounting operations. • Administer and supervise accounting for District money and credit transactions. • Supervise the collection, safekeeping and distribution of funds. • Supervise the conduct of school elections, bond elections, and other local, state and federal elections according to established policies and procedures. • Assist in the negotiations process with employee groups as directed by the Superintendent. • Provide necessary information and professional growth and development opportunities to the business staff. • Develop, implement and supervise periodic performance appraisals of all assigned staff. • Administer a computerized budget central system and recommend improvements to the system as appropriate. • Provide technical expertise, information and assistance to the Superintendent regarding assigned functions. • Assist in the formulation and development of district policies, procedures and programs. • Advise the Superintendent of unusual trends or problems and recommend appropriate corrective action. • Plan, organize and implement long-term and short-term programs and activities designed to improve the effectiveness of assigned programs and services. • Direct the preparation and maintenance of a variety of narrative and statistical reports, records and files related to assigned activities and personnel. • Communicate with other administrators, personnel and outside organizations to coordinate activities and programs, resolve issues and conflicts and exchange information. • Develop and prepare the annual preliminary budget for Business and Support Services. • Analyze and review budgetary and financial data. • Control and authorize expenditures in accordance with established limitations. • Prepare fiscal information for the Superintendent. • Assist administrators in budget development and monitoring budget expenditures. • Prepare and submit required fiscal reports to county, state and federal offices. • Visit schools on a regular basis. • Perform related duties as assigned. Qualifications: Desirable • Doctorate Degree • Masters Degree in education, business, finance or related field • Appropriate California Administrative Credential • Three years of successful finance management experience • District level management experience • School site experience in administration • Three years of successful teaching experience Characteristics: Desirable • Strong leadership and organizational skills • Ability to effectively relate to public and personnel • Ability to express ideas clearly through oral and written communication • Effective decision-making skills • Sense of humor • Capacity to function effectively under pressure • Physical and emotional stamina Terms of Employment: Salary Placement: Administrative salary schedule placement Work Year: 12 months Evaluation: Performance of this position will be evaluated in accordance with the district administrative evaluation process.
