DEFINITION

Under general administrative direction is responsible for all aspects of construction including planning, development and funding of new facilities; coordinates with the Director of Maintenance, Operations and Transportation in the modernization of existing sites and interim facilities solutions; and perform other related duties as required.

 

ESSENTIAL DUTIES

  • Develop analyze, and direct school building construction and modernization projects;
  • Directs the preparation, implementation and review of all district facility plans such as Facilities master plan, Five-Year Deferred Maintenance Pan, the District Repair and Replacement Plan and other related documents, including compilation of required demographic, facility, and educational data.
  • May assist in the planning, implementation, and monitoring of deferred maintenance projects;
  • Participate in appropriate planning committees related to school facilities;
  • Consult with District staff, city, county and state officials, planning departments and other agencies regarding construction planning, progress and funding;
  • Work with site administrators in evaluating existing facilities;
  • Develop, implement and monitor budgets for facilities projects;
  • Develop and expedite schedules for planning construction and closeout phases;
  • Establish and maintain systems for monitoring and reporting progress on construction site improvement and remodeling projects;
  • Works with project architects to coordinate construction and the general administration of construction contracts;
  • Coordinate the submission of state applications for new construction, modernization state re-locatable program, and determine District eligibility;
  • Act as planning liaison with State Department of Education, the Office of Public School Construction and other governmental agencies;
  • Monitor compliance with state school facilities program guidelines;
  • Provide for the coordination of consultants in the preparation of District developer fee justification studies;
  • Determine which projects require review or approval from the Board of Education, Office of the State Architect, Office of Local Assistance, State Allocation Board or others;
  • Submit project information or review and approval;
  • Prepare and provide project descriptions and specifications for contract architects of other contractors and District architectural, engineering and/or maintenance personnel;
  • Gather and analyze data to prepare project budgets and to develop appropriate fiscal controls;
  • Analyze and evaluate request for specialized deferred maintenance projects and develop a master project plan;
  • Develop and maintain up-to-date comprehensive inventory and control of all record drawings for the District
  • Ensure origination of as-built drawings and become a supplement to the record drawings on all construction, site improvements or remodeling projects;
  • Review and evaluate time management plans and project progress and determine the action necessary to resolve problems;
  • Prepare and present oral and written reports on District facilities planning, engineering, construction and real estate;
  • Make presentations to governmental agencies to clarify and justify project fund requirements;
  • Work in conjunction with the other Business Directors in matters pertaining to facilities, construction and capital outlay requirements;
  • Ensure compliance with the District’s Americans with Disabilities Act;
  • Monitor and report on facilities legislation;
  • Train and supervise personnel and perform related duties as assigned.

 

QUALIFICATIONS

Knowledge of:

  • Principles of modern public and business administration and management;
  • Terms, procedures and equipment used in the design, construction, maintenance and operation of school buildings and facilities;
  • Local and state zoning buildings codes;
  • Rules and regulations including Title 8, 17, 19, 21, and 24, OSHA, the Office of the State Architect and state and federal codes for the handicapped;
  • Pertinent provisions of law, Penal code, Vehicle Code, Education Code, Administrative Code, and District policy and regulations regarding public school safety and transportation systems including the operation of a school bus;
  • Public agencies responsible for planning and development of the local geographic area;
  • Basic relationships between federal state, county, and city planning programs;
  • Principles of supervision;
  • Energy conservation methods;
  • Preparation and review of California Environmental Quality Act (CEQA) documents.

Ability to:

  • Read legal descriptions of property;
  • Prepare engineering, construction, maintenance, and operations reports, construction plans, specifications, and schedules;
  • Organize, plan and direct the work of subordinates;
  • Analyze an interpret complex technical documentation;
  • Develop preliminary or projected cost;
  • Communicate effectively in oral and written form;
  • Plan, direct, and supervise the work of others;
  • Work with Program coordinators, administrators, school business officials, and the public;
  • Develop and implement work schedules;
  • Make field inspections;
  • Coordinate multiple complex facets of a diversified program;
  • Analyze organizational problems, develop alternative solutions, recommend and make sound and timely decisions, interpret laws and regulations affecting planning;
  • Effectively serve as a resource to employees pertaining to facilities related problems;
  • Work positively and effectively with employees, staff and community representatives.

 

PHYSICAL DEMANDS

The physical requirements indicated below are examples of the physical aspects that this position classification must perform in carrying out essential job functions:

  • Persons performing service in this positon classification will exert 30 to 50 pounds of force frequently to lift, carry, push, pull, or otherwise move objects. 
  • This type of work involves sitting a portion of the time, but will involve waling or standing for extended periods.
  • Perceiving the nature of sound, near and far vision, depth perception, providing oral information, the manual dexterity to operate business related equipment, handling, and working with various materials and objects are important aspects of this job.

EXPERIENCE AND EDUCATION

            Ten years of experience in facility planning, school construction or closely related areas.

            Education:

Equivalent to the completion of a Baccalaureate or higher degree, supplemented by training or course work in facility planning, land use, school construction, engineering, or related areas.

 

LICENSES REQUIRED

Possession of a valid and appropriate California driver’s license.
