Under the direction of the Payroll Supervisor, this position will perform technical functions pertaining to the employee leaves reporting management and benefits administration. This job class is responsible for the record keeping and calculations of employee time management as it relates to compliance with bargaining unit contracts, Alameda County Office of Education (ACOE) policies, procedures and regulations, California Education Code, and Federal/State laws.

TYPICAL DUTIES: • Administers employee benefit and worker's compensation programs in compliance with carrier contracts (e.g. enrolling new employees, explaining benefit options, organizing benefit fairs, mediating benefit eligibility and payment issues, open enrollment, filing claims, return to work, etc.) for the purpose of providing maximum coverage to employees within contract specifications. • Compiles and analyzes highly sensitive and confidential employee leave data for the purpose of monitoring leave management systems requiring thorough familiarity with legal provisions, ACOE policies and regulations, bargaining unit contracts, and California Education Code. • Maintains a variety of written and electronic files and records (e.g. provider contracts, claim files, employee records, COBRA documents, compliance letters, new employee enrollment documents, leave and complaint issues, inventory of informational materials, etc.) for the purpose of providing an up-to date reference and audit trail. • Prepares a wide variety of written and electronic materials (e.g. reports, memos, compliance letters, emails, list of terminated/retired/LOA employees, differential pay notifications, unpaid leave, etc.) for the purpose of documenting activities, providing written reference, and/or conveying information. • Processes a variety of benefit information (e.g. new employee enrollment, carrier changes, reports, surveys, accommodation requests, health and wellness continuation options for retirees and separating employees, etc.) for the purpose of completing enrollment/changes within program guidelines. • Reconciles enrollment forms and billings to employee records (e.g. COBRA, disability, retirement, health, FMLA, CFRA/PDL, PFL, etc.) for the purpose of ensuring accurate eligibility and payment information and complying with contract provisions. College level coursework in accounting, human resources or related field and experience in a County Office of Education, school district or public agency is desirable; or equivalent combination of education and experience.
