Requirements / Qualifications
Minimum Requirements: • At least ten (10) years of successful, full-time certificated public school service • At least five (5) years in a position(s) requiring the Administrative Services Credential authorizing K-12 service must be in force and on file in the Office of the Los Angeles County Superintendent of Schools • A valid California Administrative Services Credential (Out-of-state applicants must qualify for and obtain a California credential prior to selection approval.) • An earned master’s degree conferred by a regionally-accredited college or university • Master Plan and Multicultural Education requirements (Candidates have one year to complete this requirement.) Employees who have been issued a below standard Performance Evaluation, or Notice of Unsatisfactory Act(s) and/or Suspension shall be ineligible for application to any promotion process for one calendar year following the issuance of such a Notice.

KEY AREAS OF RESPONSIBILITY
*Provides strategic leadership in anticipating and developing appropriate and innovative responses regarding the District’s workforce.
*Leads implementation of the District’s personnel strategy plans
*Collaborates with reviewing and analyzing of the internal and external environments to identify factors that impact operations.
*Collaborates with the Human Resources leadership team to ensure that there is a comprehensive and systematic approach to employee development, systems of rewards and accountabilities, hiring practices and processes, and compensation management to support the business strategy.
*Contributes to the implementation of accepted principles of learning in the process of workforce planning and development to ensure effective learning and a favorable return on investment in our people and our programs.
*Provides general supervision to subordinate administrators and managers engaged in:
- Recruitment, selection, classification, examination, certification, contracting, processing assignment, salary administration, employee relations, employee records, and performance evaluation administration for certificated employees.
- Teacher development, support, training, and certification programs in conjunction with local colleges and universities.
- Analysis and evaluation of proposed legislation concerning recruitment, selection, assignment, certification, classification, compensation, and related human resources functions.
*Participates in closed session with Board Members, the Superintendent, and senior management staff.
*Participates in developing and maintaining the budget and approves expenditures.
*Develops, reviews, and monitors implementation of human resources policies and procedures.
