SUMMARY:
Under the direction of the Family Services Manager; the Family Engagement Coordinator is responsible for the oversight and monitoring of the agency's Family Partnership System, Family Engagement System, and ERSEA systems that are implemented by the Family Services Associates and ERSEA Specialists. Ensure the compliance of Head Start Performance Standards related to Family Partnership Agreements, Family Engagement, and ERSEA.
RESPONSIBILITIES/ESSENTIAL FUNCTIONS:
In coordination with the Family Services Manager, successfully implement the Head Start Parent, Family and Community Engagement Framework in the Head Start program.Provides guidance, supervision to Family Community Engagement and ERSEA staff. Ensures Family Services Associates have assisted families in identifying family's needs, assist families in developing family goals, assist families through the referral process and provide follow up to families.Ensures that families are linked to Health, Disabilities, Nutrition, Social Services and Mental Health services through a referral process.This position works within an interdisciplinary team setting with other Head Start staff using case-management protocols that integrate service areas, to address identified concerns for children.Responsible to ensure ongoing continuous enrollment of all program slots and the effective documentation of attendance records.Collaborates with the Head Start team in developing plans for activities and strategizes on parent and family engagement.Organize quarterly parent involvement meetings in coordination with the Head Start Family and Health Services Manager.Establish methods of communication with parents around events, activities and program information, (i.e. flyers, notices, etc). Develop promotional and activity materials to be conscious of various languages and literacy abilities.Establish a parent training program including a training calendar. In cooperation with the Family Services Manager to facilitate implementation. Implements the family literacy program.Provides emergency backup coverage in the absence of the assigned Family Community Engagement staff.Assists in the hiring and evaluation of Family Community Engagement and ERSEA staff.Acts as liaison between Family Community Engagement staff and the management team and Crystal Stair programs.Provides Family Community Engagement staff training on the Head Start Parent, Family and Community Engagement Framework, case management, record-keeping, ERSEA Plan, Parent Involvement, and other related topics.Implements the agencies ERSEA Plan and recruitment plan and ensures timelines associated with reporting procedures.Conducts File Reviews and Monitors records and ensures services delivery and follow-up is provided for services performed or received.Ensures Family Community Engagement staffs are gathering health data (height, weight, vision and hearing) and 45 day requirements.Network within the community to establish new partnerships with community based organizations for training opportunities for Head Start families including parenting classes.Provides guidance, technical support in analyzing case problems to improve their diagnostic skills to staff.Establishes, develops and maintains partnerships/relationships with public, private and community organizations to promote children and families accessing community resources that are responsive to their needsEvaluates procedures and practices for accomplishing Family Partnership activities and works with Family Services Manager to develop alternative methods for work improvement.Responsible for accuracy and consistency of the record-keeping system and program documentation through ongoing monitoring.
KNOWLEDGE:
Knowledge of Head Start Performance Standards and best practices related to case management, family engagement, staffing and program options as well as services to families.Knowledge of social service delivery, community resources, requirements and procedures.Knowledge of family dynamics, strategies for male involvement and family-centered practice.Knowledge of general business practices such as supervisory practices, administrative basics, general financials, and risk management.

Ability to understand and implement Head Start Performance Standards, Child Care Licensing Regulations and agency policies and proceduresAbility to identify, develop and nurture relations with other community partners and negotiate agreements when appliesAbility to promote and teach family-strengths/family-centered practiceAbility to exercise professional judgment in evaluating before making decisionsAbility to communicate, both oral and written, to individuals with diverse backgroundsAbility to speak, read and write English well enough to understand and be understood by others; bilingual skills are helpful
COMPLEXITY:
Ability to stay current on Head Start and other applicable regulations/compliance requirements and provide timely updates on program procedures and ensure application.
ACCOUNTABILITY/SUPERVISION:
Under the supervision of the Family Services Manager, this position must implement and follow Child Care Licensing Regulations and Head Start Performance Standards and best practices related to early childhood education.Must oversee all monitoring and maintenance of documentation, data and files and ensures utmost confidentiality of information.
EDUCATION:
Bachelor's degree in a field related to Social, Human, Family Services, Early Childhood Education or related field; relevant work experience in human services/social services or child development may be substituted for college level education.
EXPERIENCE:
At least two (2) years of related experience with emphasis in family services, parent involvement engagement, training and knowledge of family dynamics, human relations, psychology or social work. Supervisory experience required. Experience dealing with sensitive family situations in a non-threatening and professional manner.
PHYSICAL REQUIREMENTS:
While performing the duties of this job, the employee is regularly required to sit; talk or hear; use hands to finger, handle or feel; reach with hands and arms. The employee is frequently required to stoop, kneel, crouch, or crawl. The employee is occasionally required to walk. The employee must occasionally lift and/or move up to 45 pounds. Specific vision abilities required by this job include close vision, and the ability to adjust focus between source documents and the computer monitor. The employee works in a normal office environment where the noise level is usually moderate to loud. Travel by car, bus, train, or airplane as required by conference attendance, etc. where in some cases overnight travel may occur. Some exposure to communicable diseases is possible when working in office or classroom environment. Evening and weekend may be required.
SPECIAL REQUIREMENTS:
Must possess a valid California driver's license, have use of a motor vehicle and provide evidence of automobile liability insurance. Must meet State health requirements including passing a physical examination as a condition of employment, and must provide verification of a TB clearance at the time of employment. Mandatory CPR and Basic First Aid certificate, which employee is responsible to maintain for the duration of their employment with Head Start.
Fingerprints must be on file with the Justice Department. Official transcripts of educational attainment are required before interview is granted.
