BUSINESS MANAGER – JOB DESCRIPTION
MANAGEMENT POSITION
I. ORGANIZATION AND ADMINISTRATION OF FINANCIAL AND BUSINESS SERVICES:
The Business Manager shall assist the District Superintendent in the management of the financial and business affairs of the district.
The Business Manager shall present recommendations on financial and business affairs to the District Superintendent and shall attend board meetings and make such presentations as may be required in the interest of efficient business administration.
II. PERSONAL ASSIGNMENTS IN THE BUSINESS SERVICES:
The administration of district business affairs is properly delegated to the Business Manager by the District Superintendent.
The work of some employees of the central business office may be supervised by the Business Manager on occasion.
The supervisors of food services, plant operation and maintenance, and transportation are responsible to the Superintendent for operations and the Business Manager for financial affairs.
III. DUTIES AND RESPONSIBILITIES:
To accomplish the purpose of this position as described, the Business Manager shall:
A. Organize, supervise, and review the complete set of accounting records for the District by:
- Organizing the finance management phases of the cafeteria
- Maintaining accurate accounting records of the cash revolving, cafeteria, and student body accounts as well as all funds raised on campus
- Managing the property accounting, inventory records, and warehouse control
- Directing the purchasing of supplies, equipment, services, and insurance
- Establishing a fiscally sound system for internal accounting control
- Preparing all vendor claims, accounts payable and accounts receivable
- Generating and approving purchase orders
B. Coordinate for timely completion of District financial reports such as:
- All J200 Annual and Interim Reports
- Annual J380 Report
- Revenue Limit Reports
- R30 Annual Report
- Annual Transportation Report
- All other State and Federal Reports as required
C. Assist with the proper implementation of the budget by:
- Monitoring and controlling the processing of all anticipated program revenues, both as to collections and expenditures
- Working with the District Superintendent in the budget development process
- Initiating and recommending budget adjustments
- Developing information in the preparation of tentative and final budgets
- Assisting the Superintendent in the planning of new facilities
D. Perform all human resource functions for the District by:
- Preparing District payroll and reports
- Directing and coordinating personnel assigned to the business office
- Managing fringe benefit record keeping, accounting and reporting
- Maintaining District personnel records
- Providing administrative and technical assistance to the Superintendent and other staff members
E. Audit District records as appropriate by:
- Conducting internal audits of District funds and accounts
- Preparing for independent annual audit
- Working with the District Superintendent to resolve all audit findings and recommendations
- Examining state and federal categorical projects as to the compliance with appropriate guidelines
F. Represent the District in significant meetings with other district, county, and state fiscal and accounting officers.
G. Serve as the Systems Manager for the link with Tulare County Office of Education.
IV. QUALIFICATIONS:
Two years of college or 3-5 years business services experience is required. The Business Manager should also have knowledge of preparation of financial reports, methods and practices of financial record keeping, and payroll preparation. Some experience in the field of education is preferred. Must have the ability to operate typical office equipment including using Microsoft Windows software. Any of the above may be waived if deemed necessary.
V. SALARY SCHEDULE:
Placement for salary is open and negotiable based on experience in the field of business management.
VI. OTHER ITEMS:
A. In addition, the Business Manager shall assist the District Superintendent in developing tentative long range plans for financing the entire educational program and controlling the business procedures of the Ducor Union Elementary School District.
B. The Business Manager shall also accept other responsibilities as may be considered in the best interest of the school district, in so far as they do not hinder the ability to perform original duties as outlined above.

BA required with knowledge of school finances and SACS financial program.

CPR certified and knowledge of basic first aide. Small school so other duties are required as needed.
