EXECUTIVE DIRECTOR, HUMAN RESOURCES

 

DEFINITION

Under general direction of the Assistant Superintendent, Human Resources, the Executive Director of Human Resources is responsible for the administration and coordination of certificated and classified functions of the Human Resources Division.

 

DISTINGUISHING CHARACTERISTICS

The Executive Director of Human Resources requires specialized subject matter expertise in the area of human resources administration; makes decisions of critical consequence, impacting administration and management of major, and broad organizational services and long range goals; plans, assigns, reviews and evaluates the quality and quantity of work of professional, technical and support staff.

 

ESSENTIAL DUTIES

  • Supervises human resources functions related to certificated and classified personnel;
  • Administers personnel procedures and policies in conformity with federal, state, and local laws including the Education Code and Board Policy;
  • Monitors position control and staffing for certificated and classified staff;
  • Administers selection and hiring processes for certificated and classified recruitments;
  • Coordinates certificated and classified leaves;
  • Coordinates certificated and classified personnel evaluation systems;
  • Supports principals and management/supervisory personnel in supervising certificated and classified employee performance;
  • Assists principals and management/supervisory personnel in the progressive discipline process for employees;
  • Assists principals and management/supervisory personnel in the investigation of work place issues concerning employees, including complaints made by employees;
  • Serves as a resource person for information relative to the Education Code, employee agreements and legal regulations pertinent to personnel practices;
  • Interprets District policies, practices, and procedures to staff and applicants;
  • Coordinates required employee and applicant trainings;
  • Directs and evaluates the work of the clerical and technical staff of human resources;
  • Develops personnel policy proposals and recommendations;
  • Serves as human resources link to Business Services (data processing, payroll, worker's compensation, risk management, employee benefits);
  • Serve as a liaison to union leaders to resolve employee complaints and concerns in a collaborative setting;
  • Assists with collective bargaining for bargaining units;
  • Supports the Assistant Superintendent with special projects (one-time, long-term, or on-going);
  • Coordinates retirement incentive/option program, assists employees on retirement related issues;
  • Conducts analysis for District and state reports;
  • Represents the District at various community meetings and task forces;
  • Performs other responsibilities and duties as assigned.

QUALIFICATIONS

Knowledge of:

Principles, techniques, strategies, goals, and objectives of public education, and human resources and personnel management practices and trends;

Principles, practices, methods, and trends of organization and management of human resources and both certificated and classified service personnel management operational programs and projects;

Federal, State; and local laws, codes and regulations concerning human resources and personnel management programs;

Evaluation strategies and techniques for determining staff operational effectiveness;

Principles, practices, methods and techniques of budget preparation and fiscal administration;

Human relations and conflict resolution strategies and team building prin­ciples and techniques.

 

Ability to:

Effectively plan, organize and direct diverse human resources and personnel management programs and services;           

Analyze, assess, and interpret statistical and programmatic data and apply gained insight into program and project administration and supervision;

Develop, monitor and manage budget development, and prepare fiscally related management reports;

Analyze complex personnel management operational problems and issues, and develop appropriate problem solutions, and make effective decisions;

Effectively negotiate program and project objectives and evaluation criteria, and monitor and audit program and project outcomes in accordance with prescribed procedures, standards and guidelines;

Communicate effectively in oral and written form;

Establish and maintain effective working relationships;

Effectively and efficiently recruit, select, train and evaluate subordinate personnel.

 

 

PHYSICAL DEMANDS

This position classification performs light work that involves sitting a major portion of the time, but does require walking and standing for periods of time. This position requires accurate distinguishing of sound, near and far vision, depth perception, working with employment records and electronic devices, and providing and receiving oral information and direction. EXPERIENCE AND EDUCATION

Any combination of experience and education that could likely provide the required knowledge and abilities would be qualifying.  A typical way to obtain the job required knowledge and abilities would be:

 

Experience:

Five or more years of comprehensive experience in a personnel related field, including five years of extensive administrative experience in educationally related human resources/personnel management; site level administrative experience, preferably as a school principal.

Education:

Master of Arts or higher degree in education, educational leadership, personnel administration, or related field from an accredited institution of higher learning.

 

Certification Requirement

Possess and maintain a valid California Teaching Credential and Administrative Services Credential.

 

License Requirement

Possession of a valid California Motor Vehicle Operator's License.

 

Condition of Employment
