The Institution:
The Los Rios Community College District is a two-year public college district serving the greater Sacramento region. Our district includes American River, Cosumnes River, Folsom Lake and Sacramento City colleges; major centers in Placerville, Davis, West Sacramento, Elk Grove, Natomas and Rancho Cordova; and special services for business and industry.
Our colleges offer transfer education - students complete freshman and sophomore years and transfer to a four-year college or university - and AA/AS degrees and certificates in over 70 career fields. The District's 2400 square mile service area includes Sacramento and El Dorado counties and parts of Yolo, Placer, and Solano counties. Approximately 80,000 students are enrolled in our colleges.
The District office houses a number of district-wide services. These include the Chancellor's office, Board Room, Legal Services, Business Services, Human Resources, Institutional Research, District Police Department, Resource Development and Information Technology. Other district-wide services which can be found at various locations around the community are the, Facilities Management Department and the Workforce and Economic Development Center. Each department strives for the highest quality in all programs, services, and activities for our communities and staff.
Position Summary:
Primary Responsibilities:
Under direction of the Associate Vice Chancellor, Human Resources, plans, administers and supervises the functions and activities of the District's Human Resources Office, with emphasis in faculty and management recruitment/processing, the District's Equal Employment Opportunity (EEO) and Americans with Disabilities Act (ADA) programs, staff development and training.
Responsibilities:
Typical Duties:
• Coordinates and supervises faculty and management recruitment, hiring and employment processes; works collaboratively with constituents in recruitment, hiring and retention processes towards meeting and exceeding EEO goals; ensures compliance with applicable federal and state laws, California education code, Title 5 regulations, collective bargaining agreements and board policies and regulations in all human resources processes and procedures; develops reports and analysis on human resources related data.
• Consults with, advises and trains managers, supervisors and staff on personnel matters, including employer/employee relations, union contract adherence, relevant board policies and regulations, hiring and employment processes, evaluations, compensation, leaves, discipline, and other matters relating to employment with the District.
• Assists in the development of personnel policies, procedures, and programs; keeps current on changes to personnel related laws and regulations and ensures timely planning and implementation of processes and procedures to ensure district compliance: prepares studies which serve as guidelines for improving personnel practices; develops and recommends procedures for the compilation, maintenance and presentation of data electronically, including the Human Resources information system; prepares reports, correspondence, bulletins, and memoranda; develops monthly human resources board agenda, conducts research related to personnel issues; manage Human Resources department budget; supervise, train and evaluate Human Resources staff.
• May serve as a member of the District's negotiation teams; conducts research, analysis and recommendations in the preparation of materials for collective bargaining; interprets provisions of negotiated contracts and ensures that all actions taken are in conformity with the contract, board policies and regulations and governing laws; hears, monitors and expedites the processing of employee grievances and disciplinary actions.
• Plans, implements and oversees the District's EEO and ADA programs, including training and assistance to the College EEO and ADA Officers and district-wide training for employees. Investigates and resolves allegations of discrimination/harassment in accordance with state and federal law and Title 5 requirements. Implements ADA processes to provide appropriate reasonable accommodation. Implement and oversee district-wide tracking and analysis of data for program improvement.
• Coordinates and implements the District's staff development and training programs, including but not limited to the Classified Leadership Academy, New Dean/Manager Academy, Faculty Diversity Internship program, Interest Based Approach program, and Sexual Harassment Prevention program. Implement and oversee district-wide tracking and analysis of data for program improvement.
• Utilize sound judgment and an interest based approach to decision making and problem resolution. Participates in professional growth activities. Chairs and/or serves on internal and external committees. Maintains currency in field of knowledge and related technology to effectively perform responsibilities.
• May work evenings and weekends as necessary.
• Performs other duties as assigned.
Minimum Qualifications:
1. Bachelor's degree from an accredited college/university completed by June 15, 2015.
2. One year of human resources leadership experience as a manager or supervisor.
3. Have sensitivity to and understanding of the diverse academic socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, including those with physical or learning disabilities as it relates to differences in learning styles.
4. Knowledge of Human Resources management practices and procedures; human relations and dynamics; principles of negotiations; employee development techniques; supervision and training; management information services related to personnel; laws pertaining to employment in public education; budget management and planning for a human resources office.
5. Ability to plan, organize, and direct the work of others; work effectively with individuals and groups; analyze situations accurately, identify appropriate solutions, and take action; develop and maintain credibility with employees and bargaining units; develop and maintain a strong service orientation; communicate effectively, both orally and in writing, with the public, staff, supervisors and managers. Ability to develop and implement programs and procedures.
Beginning and/or Ending Dates:
Full-time, Twelve-month Classified Management Position
Beginning on or about June 15, 2015.

Conditions:
All Positions: Offers of employment are contingent upon the successful clearance from a criminal background check, freedom from tuberculosis, and proof of identity and eligibility to work in the United States prior to the first day of work. The District may select additional qualified candidates should unexpected vacancies or needs occur during this recruitment/selection process. When education is a requirement for the position, official academic transcripts from the accredited college/university must be submitted within 60 days of hire.
Administrative/Executive/Faculty Positions: Contingent on funding and eligibility, successful candidates selected for an interview may be eligible to apply for partial reimbursement of travel expenses.
Administrative/Executive Positions: Administrative positions may be subject to the District's Conflict of Interest Code, and a statement of economic interest is required within thirty (30) days following appointment to the position. Management/Executive positions are exempt from overtime provisions of the Fair Labor Standards Act.
Additional Salary Information:
Additional stipend for an earned doctorate from an accredited university.
