OVERVIEW:
Under the general supervision of the Director, Disabled Student Programs and Services (DSPS), provides a variety of professional services for students with documented disabilities. Effectively communicates, compiles data and prepares reports; conducts campus and community liaison activities on behalf of DSPS; advocates for students with faculty, staff, campus and off-campus agencies; serves on college and community committees; participates in professional development activities; performs other related duties as assigned.
POSITION DUTIES:
In addition to the responsibilities of the classification description, each specific position includes the following responsibilities:
1 Implementing Disabled Student Programs and Services (DSPS) policies and procedures for identifying, documenting, and serving students with disabilities (SWD).
2 Interpreting information from assessments, reports, records, and other sources (medical, psychological, and educational) to develop and implement individualized strategies, services, and accommodations for SWD.
3 Administering, scoring, and interpreting the California Community College’s Learning Disability Assessment for determining eligibility for services.
4 Maintaining current and accurate records documenting interactions with SWD.
5 Maintaining professional relationships with educational and community-based agencies for ongoing referral, outreach, and recruitment of SWD.
6 Providing disability-related, academic, and vocational advising to SWD.
7 Interpreting information from assessments, medical records, and reports to develop and implement learning strategies, disability services, and accommodations for SWD.
8 Recommending policies, procedures, and activities to help accomplish the mission of DSPS.
9 Participating in the shared governance activities of the college to maintain and improve the college’s instructional and student services programs.
Representative Duties:
Non-classroom responsibilities represent a forty-hour week (199 days). The assignment of days will be flexible in order to meet the needs of the unit member, students and office. Leave may be taken at any time during the year on prior approval.
1 Assist and advise disabled students in matriculation procedures, i.e. enrollment, assessment, orientation, course selection and program planning.
2 Administer and interpret both group and individual tests for the purposes of: a.) Determining the existence, nature, and extent of students' learning limitations (cognition, language, perception, memory achievement);
3 b.) Reviewing documentation, identifying, and assigning students to the appropriate and fundable DSPS disability category (i.e.,, acquired brain injury, psychological disability, physical disability, communications disability); and c.) Certifying students who meet the DSPS criteria and Title V regulations for services or support as learning or developmentally disabled.
4 Interview, screen, and certify students referred because of suspected learning disabilities.
5 Develop and maintain liaison with on- and off-campus groups and agencies.
6 Assess student "ability to benefit" as defined by state and federal regulations.
7 Work with faculty and staff in identifying, developing, and providing individual services to assist disabled students in meeting their educational goals.
8 Develop and recommend services, instructional programs, and adaptations to facilitate the education of disabled students.
9 Conduct specific office intake procedures.
10 Identify, certify, accommodate, and assist disabled students needing specialized assistance, services, or instruction.
11 Evaluate requests for adaptive equipment by students with disabilities.
12 Provide instruction and or tutoring assistance for students with disabilities.
13 Develop and conduct in-service training for faculty and staff to promote awareness and sensitivity to the issues and needs of students with disabilities.
14 Attend professional conferences and workshops related to the exceptional needs of individuals with disabilities.
15 Assist with recruitment, outreach and the dissemination of information regarding DSPS programs and services.
16 Remain current in knowledge of adaptive technology and related equipment for individuals with disabilities.
17 Recruit, hire, train, assign, supervise, and evaluate work of student assistants, prescriptive tutors and instructional aides.
18 Coordinate adapted services for students with disabilities across the college curriculum.
19 Provide consultation with instructors and counselors regarding student limitations and needs for services.
20 Assist with the development of individual education plans for DSPS students.
21 Provide disability-related advising to DSPS students on an individual basis; assist students in the on- and off-campus management of their disability.
22 Refer disabled students, as appropriate, to other college services, programs, and offices and, when necessary, assist the disabled student in accessing such programs and services.
23 Interpret, for purposes of placement and advising, the Butte College Basic Skills Assessment, associated with student aptitude and academic achievement.
24 Serve on college-wide committees and participate in the shared governance processes.
25 Assist the DSPS Coordinator as assigned.
26 Development and assessment of student learning outcomes.

1 Disabilities Specialists are required to show examples of activities which demonstrate a pattern of academic, professional, and/or technical updating or currency.
Area or Departmental Responsibilities
1 Is knowledgeable about and abides by College policies and procedures. This includes the accurate and timely submission of all reports, grades and paper work.
2 Meets deadlines and time targets.
3 Orders instructional materials, equipment and textbooks with sufficient lead times.
4 Assists in scheduling.
5 Assists in course staffing functions.
6 Provides assistance and help to other full-time, part-time and/or new Disabilities Specialists.
7 Coordinates plans and activities with others.
8 Provides information for the development of departmental budgets.
9 Monitors expenditures to keep within authorized budget spending appropriations.
10 Exercises good judgment in the use of and/or management of facilities, equipment and supplies.
11 Attends assigned meetings as requested.
12 Is punctual to assigned meetings.
13 Works well with peers, classified staff and administration.
14 In general, is easy and cooperative to work with.
15 Does his/her fair share of outside of class departmental duties and responsibilities, including contributing to unit plan and program review processes.
College-wide service
1 Volunteers to serve on College committees.
2 When requested serves on College committees and project teams.
3 Serves as a sponsor to student clubs and organizations.
4 Participates in faculty governance.
5 Participates on special project teams or ad hoc committees.
Community service (optional)
1 The College values the contributions made to the local community by the instructional staff, however, such contributions are at the option of the instructor and are not a formal requirement of the position.
Qualifications/Requirements:
MINIMUM QUALIFICATIONS:
• Possession of a master’s degree, or equivalent foreign degree, in rehabilitation counseling. OR
• Possession of a master’s degree, or equivalent foreign degree, in special education and 24 or more semester units in upper division or graduate level coursework in counseling, guidance, student personnel, psychology, or social work. OR
• Possession of a master’s degree in counseling, guidance, student personnel, psychology, career development, or social welfare; and either 12 or more semester units in upper division or graduate level course work specifically in counseling or rehabilitation of individuals with disabilities OR two years of full-time experience, or the equivalent, in one or more of the following:
(A) Counseling or guidance for students with disabilities; or
(B) Counseling and/or guidance in industry, government, public agencies, military or private social welfare organizations in which the responsibilities of the position were predominantly or exclusively for persons with disabilities. OR
• Possession of a current California Community College Credential that permits full-time service as an instructor in the applicable discipline. OR
• The equivalent.

DESIRED QUALIFICATIONS:
1 Experience working with adults with disabilities in a postsecondary environment and recommending appropriate services and accommodations.
2 A practiced and working knowledge of the medical/academic aspects of disabilities, disability management, and understanding of the ADA, Sections 504 & 508, and California’s Title V Implementing Guidelines for Disabled Student Programs and Services.
3 Familiarity with community agencies, secondary school special education programs, and other organizations/agencies serving individuals with disabilities.
4 Proficiency with a variety of computer applications including word processing, computer networked communication systems, and the Internet.
5 California Community College Learning Disabilities Eligibility Model Certification.
6 Fluency in American Sign Language.
7 Experience working with adults with a mental health diagnosis.
