San Leandro Unified School District Office of Human Resources Job Description Special Education Program Specialist Primary Function Assist with the implementation of Special Education laws and regulations, the placement of students, and the development of quality special education programs. Directly Responsible to: Director, Special Services Major Duties and Responsibilities Under the direction of the Director of Special Services: 1.Provide consultation and program development for full range of Special Education programs. 2.Demonstrate knowledge of Federal and State laws associated with Special Education. 3.Coordinate and monitor students in selected programs including, Preschool, Mild/Moderate, Moderate/Severe, Transition, NPS and Home and Hospital programs. 4.Assists and/or coordinate the placement of special education students. 5.Assist and/or monitor, the identification, referral and assessment process. 6.Monitor the implementation of the Individualized Educational Programs and evaluate effectiveness. 7.Chair and assist staff in selected IEP meetings. 8.Act as case manager for specified students and programs, e.g. non-public school, Home and Hospital and fully included and autistic students. 9.Assess students as necessary. 10.Assist parents in determination of appropriate placement and services. 11.Assist in the development and implementation of Positive Behavioral Intervention Plans. 12.Coordinate referrals to outside agencies. 13.Act as a resource to special education staff. 14.Provide and/or coordinate staff development as needed with particular attention to new staff. 15.Assure district awareness that students have full educational opportunities in the least restrictive environment. 16.Participate as member of District and MAC-SELPA IEP teams. 17.Provide support in the implementation of the Due Process regulations. 18.Assists with Due Process hearings and mediations. 19.Represent the Director of Special Services as requested at District, SELPA, community, agency, and professional meetings. 20.Other duties as assigned. Experience •Three (3) years of successful teaching in Special Education and/or related Special Education services. •Experience in presenting in-service training. Minimum Qualifications •Special Education or related credential and advanced training and experience in the education of individuals with exceptional needs. •Ability to effectively communicate verbally and in writing. •Possession of a valid California driver’s license.
