Job Description / Essential Elements:    Print   

DEFINITION

Under general direction, to assist the Director of Operations in the planning and coordination of the work units of the Operations Department, including Maintenance, Grounds, Deferred Maintenance, Custodial, Security, Purchasing, Warehouse, Print Shop and Transportation Services; and to perform related duties as required.

TYPICAL DUTIES AND RESPONSIBILITIES

Assists in coordination of services for all Operations Department work units; plans, organizes and supervises assigned functions of the Department; E

Supervises and evaluates the performance of assigned staff; assigns and reviews work and participates in the selection of new personnel; recommends and participates in disciplinary actions as needed; E

Assists in planning and organizing maintenance programs, including preventative measures; analyzes and evaluates complex maintenance problems and procedures; assists in the implementation of new systems and procedures; E

Expedites construction project management and contracts to satisfactory completion;

communicates with contractors, engineers and inspectors regarding construction activities, materials, specifications, scheduling and District policies and procedures; E

Inspects District buildings, equipment, utility systems and facilities to determine needed maintenance and repair; reviews work in progress and assures proper completion of work orders and contracts; assures compliance with various state and local building and construction codes; E

Prepares bid specifications for materials, equipment and work to be done and processes the bids for same; evaluates bids and quotations and makes recommendations for award; confers with vendor representatives and prepares proposals for service and repair; E

Communicates with District administrators, principals, department heads and employees regarding all aspects of departmental operations; E

Assists in the preparation of annual Department budgets; E

Approves requisitions and expenditures of the department, as needed; E

Prepares and presents written and oral reports regarding Department activities; E

Performs related duties as assigned.

QUALIFICATIONS

 Experience and Training

Required:  Any combination of education and experience equivalent to: a bachelor’s degree from a recognized college or university in management, construction, industrial arts or a field related to Operations Department functions and three years of supervisory experience in a responsible position, including at least one year supervising a significant function of a building maintenance program.

 Desirable:      Experience supervising a major function of a school district maintenance program; experience in construction projects scheduling and maintenance/operations procedures.

 Knowledge and Abilities

Required:      Knowledge of: principles and practices of supervision and management; laws and regulations as they pertain to the maintenance of school buildings and grounds; methods, materials, equipment and practices used in the building trades; methods to ascertain construction costs; appropriate health and safety precautions and procedures; acceptable oral and written communication techniques; proper methods of storing equipment, materials and supplies; efficient and complete record-keeping procedures; interpersonal skill using tact, patience and courtesy.

Required:   Ability to: effectively supervise and evaluate employees in many different classifications; analyze work methods, schedules, equipment and staffing levels to increase efficiency; maintain cooperative and effective working relationships; prepare accurate and concise specifications and reports, including correspondence with other governmental agencies, school officials and vendors; read, interpret, apply and explain rules, regulations, codes, policies and procedures; communicate effectively, both orally and in writing; use a desktop computer effectively; plan and organize work.

 

Licenses and Other Requirements

Required:    Possession of a valid California driver’s license and must be insurable by the District’s liability insurance carrier.
