DEFINITION:

Under general supervision of a Department Manager or Director, performs a variety of web developer duties including working with PCC clients to determine website requirements, site content and structure and database needs. Tracks and communicates project status with clients through regular meetings, email and a project staging site. Performs other related work as required.

 

REPRESENTATIVE DUTIES (ILLUSTRATIVE ONLY):

• Creates web pages and middleware applications using JavaScript, ColdFusion, Perl, Access, Ruby on Rails, SQL, CSS, HTML, Python, PHP or current equivalent software.

• Sets-up, configures and secures server-side web applications and other related technologies.

• Sets-up and implements web-based SSL security on websites, directories and pages.

• Develops web materials for delivery to mobile devices.

• Communicates regularly with the Web Administrator and clients, via email and weekly meetings, to coordinate site production and technical support.

• Develops for, and maintains, PCC’s Web Content Management System.

• Manages domains including registration, third-party hosting services, FTP, PHP, ColdFusion and MySQL.

• Organizes applicable version control systems and tracks code

• Uses appropriate tools to administer and manage database systems including SQL Server, MySQL and SQLite

• Designs graphical user interfaces using the latest specifications of CSS, HTML and JavaScript to meet the specific needs of the user.

• Determines that client needs are consistent with policies and procedures.

• Works closely with Public Relations Director to define resource needs for production development.

• Works closely with team members in identifying the needs and objectives of the client.

• Provides creative input to projects in the pre-production phase.

• Works closely with team members to define tasks, projects and deadlines.

• Coordinates site launches and special events including night, weekend, and holiday assignments.

• Manages client expectations and ensures client needs are met.

• Responsible for the department’s overall performance within assigned projects.

• Stays current with technical advances in web technologies and conveys such information to interdepartmental team members.

• Performs other related duties as assigned

 

KNOWLEDGE OF:

• Development principles and practices.

• Databases and database servers such as MYSQL, MS SQL, SQL Server, Oracle, FileMaker Pro and Access.

• Wireless applications, Web, SMTP, and FTP services.

• Internet/Web tools, technologies and protocols.

• Intranet, portal and content management applications.

• Java, JavaScript, PERL, CGI, Active Server pages, ColdFusion, PHP, JSP, JSON, AJAX, HTML5 or other development tools to generate interactive web-based enterprise-wide applications and dynamic websites utilizing database content.

• Web server software, web development software and web applications and services.

 

ABILITY TO:

• Manipulate existing codes into upgraded formats as needed.

• Organize, write, document and present all deliverables from a web application project, including but not limited to data analysis, interface specifications, database layout and relationships, training documentation and project management.

• Utilize common data organization components of software structures such as arrays, linked lists, vector stacks, cursors, record sets and queues.

 

EDUCATION AND EXPERIENCE:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Bachelor’s degree or equivalent from an accredited college or university,

AND

• Four years of experience as web developer.

 

DESIRED QUALIFICATIONS:

• Must be highly experienced in designing Web sites and interactive multimedia for both Macintosh and Windows platforms.

• Must be a highly experienced user of both Macintosh and Windows operating systems and be familiar with Unix.

• Knowledge of Linux Server, Mac OSX Server, NT Server, PERL, SQL, CGI, and Java.

• Strong background in Windows, Mac OSX, iOS, Android, Unix, Linux and operating systems/applications/scripting.

• Knowledge of JavaScript, HTML5, CSS, Adobe Dreamweaver, ColdFusion, JSP, ASP, PHP, Access and SQL relational databases.

• Knowledge of wireless LAN technology.

 

PHYSICAL DEMANDS:

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various District and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, typewriter keyboard, or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds with the use of proper equipment.

 

ENVIRONMENTAL ELEMENTS:

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

 

LEVEL OF SUPERVISION EXERCISED:

None.

 

PROBATIONARY PERIOD:

One year.
