JOB TITLE:             

 Program Specialist        

POSITION SUMMARY:      Under the direction of the designated administrator, provides direct support in the effective use of classroom instructional strategies, use data to help improve student achievement, engage in activities to align curriculum and instruction to State and District identified standards.  Work completed will follow the tenets outlined in the identified requirements of the assigned program.  Program activities will involve but not limited to; coaching, observing, modeling and providing guidance to participating individuals.  These activities will not involve evaluation of teachers. 

Reports to:     Designated Administrator 

 

REPRESENTATIVE DUTIES AND RESPONSIBILITIES:

 

  • Lead or assist with the implementation of an identified program.
  • Conduct a thorough review of program requirements and organize effective systems for completing the required tasks.
  • Identify resources needed and relay that information to the appropriate parties as needed.
  • Provides professional development activities for instructional team as appropriate.
  • Provides support and guidance to promote high expectations and standards for quality teaching and learning of all students.
  • Provides guidance that promotes collaborative planning, innovative thinking and exemplary student services programs.
  • Implement all aspects of the assigned program to assure compliance with the established State and Federal laws.
  • Works with colleagues in a positive manner to facilitate the effective implementation of the assigned program.
  • Prepares documentation related to the program requirements.
  • Develops and monitors related budgets, and other budgets as may be assigned.
  • Attends and conducts meetings, relating to the program activities.
  • Performs other related duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

 

Working Knowledge of:

  • Principles, trends, methods, strategies, practices and procedures pertaining to the program assigned.
  • State and Federal educational program requirements.
  • Legal mandates, applicable sections of the Education Code, District policies and regulations, laws, practices and procedures.
  • Effective personnel management principles.
  • Modern data management, storage and retrieval systems.
  • Effective communication strategies, methods and techniques.
  • Effective classroom structure and instructional practices.

Ability to:

  • Plan, organize, direct and manage a program services system.
  • Assure compliance with applicable district policies, regulations, rules and procedures and State and Federal laws, codes and regulations.
  • Communicate effectively both orally and in writing including preparation and delivery of oral presentations.
  • Maintain confidentiality of records and privileged communications.
  • Read, interpret, apply and explain rules, regulations, policies and procedures.
  • Effectively serve as a resource to identified supervisor.
  • Ability to establish and maintain effective relationships with a wide variety of groups and individuals.
  • Prepare, administer and monitor assigned budgets.
  • Analyze situations accurately and adopt an effective course of action.
  • Work independently with little direction.
  • Meet schedules and timelines.
  • Operate a computer terminal to enter data, maintain records and generate reports.
  • Drive a vehicle to carry out the duties and responsibilities of the position.

PHYSICAL DEMANDS

 

The physical requirements indicated below are examples of the physical aspects that this position must perform in carrying out essential job functions.

  • Persons performing services in this position classification will frequently exert 25 – 50 pounds of force to lift, carry, push, pull or otherwise move objects.
  • This type of work involves sitting, standing, walking, bending and stooping from brief periods of time to lengthy periods of time.
  • Persons performing services in this position classification will incur frequent interruptions and work in a high-pressure environment.
  • Essential job functions include:  Perceiving the nature of sound; near and far visual acuity; depth perception; providing oral and written communication; ability to speak and project voice in either an enclosed or open area; manual dexterity to handle and work with various materials, objects and equipment; driving a motor vehicle; and the ability to perform a variety of physical activities.

 EDUCATION AND EXPERIENCE

 

  • No less than four (4) years successful teaching experience.
  • Bachelor of Arts Degree or higher from an accredited college or university in education administration, curriculum and instruction, or other closely related area(s).

 

Requirements for Applying

Possession of a valid California teaching credential with ELD authorization or CLAD.

      Desired Qualifications: • Provide ongoing training and support with the administration of state and local assessments (SBAC, CELDT, Physical Fitness Test, Star Early Literacy, Benchmarks), and the use of the local data management system (OARS). • Support the collection, analysis, and use of classroom- and school-based data to identify opportunities to improve curriculum, instruction, assessment and school culture. • Assist in the ongoing collection of data to monitor the progress of district LCAP goals. • Collaborate with site administrators, program personnel, students and parents to enhance district categorical aid programs. • Provide technical assistance in the management of a variety of State and Federal programs which may include Title I, English Learner (EL) programs, After School Education and Safety (ASES), Supplemental Education Services (SES), Gifted and Talented Education (GATE). • Assist in managing all data, tracking and reports related to compliance issues, including site monitoring reports and records related to program activities; request and receive packets and documentation from varied program-related sources and review for completion and accuracy. We give up to 20 years verifiable service credit relative to a Program Specialist position. We offer a Health/Welfare benefit plan. Bilingual skills desirable.
