JOB SUMMARY
Under direction, assists an administrator in the hiring and verification of credentials for certificated personnel by performing complex and technical clerical work; monitors certificated assignments, salary levels, applications, and renewals to assure compliance with credential requirements; and performs related work as required.
ESSENTIAL DUTIES
- Reviews credentials of certificated employees to ensure credentials meet current requirements for renewal; notifies employees of expiration of credentials; verifies that credentials are recorded with the Orange County Department of Education; tracks and ensures that No Child Left Behind (NCLB) requirements are fulfilled.
- Provides assistance, information and advice to teachers, teacher applicants, and substitutes regarding credential requirements, district salary policies and procedures, employment opportunities, and personnel policies and procedures.
- Enters and reviews data and keeps official records of employment.
- Audits and updates personnel files for contract status, years of service, credentials and proper salary placement.
- Reviews and verifies college and university transcripts of applicants and employees to determine salary schedule placement according to district guidelines and collective bargaining agreements; calculates employee salaries; reviews employment experience and recommends salary credit as appropriate; processes salary adjustments for various additional stipends.
- Maintains contact with the State of California Commission on Teacher Credentialing and the Orange County Department of Education regarding credential requirements and changes.
- Processes and keeps records of leaves of absence for certificated employees.
- Prepares correspondence, form letters, and required reports; assembles confidential and sensitive information related to credentials and salaries.
- Serves as a liaison between individuals, the district, the Orange County Department of Education and the State of California Commission on Teacher Credentialing.
- Participates in and oversees the preparation of special projects as directed.
- Attends and participates in workshops and conferences related to assigned activities to maintain current knowledge of laws, codes, rules, and regulations related to personnel services.
MARGINAL DUTIES
- Provides assistance and backup for Lead Credentials Technician, as necessary.
EMPLOYMENT STANDARDS
Education and Experience: Graduation from high school or equivalent and four years equivalent to full-time of increasingly responsible clerical experience involving frequent public contact and processing or reviewing documents for compliance with complex policies and procedures. Familiarity with state and local credentialing laws and standards is desirable. Part-time experience will be considered and adjusted appropriately. Any other combination of training and experience which would likely provide the required skills, knowledge and abilities may be considered.
KNOWLEDGE AND ABILITIES
Knowledge of:
- Current laws, codes, regulations, and rules related to credentialing and compensation.
- Practices and procedures related to certificated personnel.
- Organization and functions of the State of California Commission on Teacher Credentialing.
- Certificated payroll procedures and leaves of absence.
- Bargaining unit contracts and salary schedules.
- District organization, operations, policies, and objectives.
- Basic math.
- Modern office methods, equipment, and procedures.
Ability to:
- Prepare and maintain accurate records.
- Work cooperatively with all district personnel.
- Handle a variety of public contacts with courtesy and tact.
- Communicate effectively both orally and in writing.
- Perform accounting clerical work and make detailed mathematical computations.
- Use computers and learn related programs to enter, extract, compile, type, and arrange data.
- Prepare correspondence and reports independently.
- Interpret and apply state laws, as well as county and district policies, to specific situations.
- Learn, interpret and apply policies, complex laws, or procedures of other agencies to determine whether candidates meet established district requirements.
- Maintain confidentiality of sensitive and privileged information.
WORKING CONDITIONS: Typical office environment requiring sitting for prolonged periods of time. Continuous public contact with teachers, student teachers, and other applicants both in person and by telephone. Frequent lifting of files. Occasional lifting of boxes weighing up to 15 pounds. Frequent and extensive use of computers.
