The Institution:

Cosumnes River College is an open access, student-centered, comprehensive community college that prepares students to realize their educational and career aspirations through exemplary transfer, general, and career education in an academically rigorous and inclusive environment. Cosumnes River College is located in the rapidly growing south Sacramento region and is one of four colleges which comprise the Los Rios Community College District. Founded in 1970, the college enjoys a highly diverse student body with 14,500 students, and over 600 members of the faculty, staff, and administration on its main campus and at its educational center in the City of Elk Grove. Over sixty percent of these students come from historically underrepresented communities, with a substantial English Language Learner (ELL) population and first-generation college attendees. Distance Education is an important part of the Cosumnes River College instructional delivery system. Students learn by accessing a variety of delivery systems, including live interactive television classes, online instruction, and hybrid classes.

 

Elk Grove Center

 

The Elk Grove Center (the Center) was established as part of a plan to serve the Los Rios Community College District through the development of regional centers. The Center is located approximately five miles from the main campus and serves Elk Grove and Laguna communities, and areas at the southern end of Sacramento County. The population of the City of Elk Grove is over 150,000 making it the second largest city in Sacramento County. The combined Elk Grove/Laguna area is diverse and projected to grow an average of 17% per year into 2020. Phase I of a three-phase plan for the Elk Grove Center was opened for the Fall 2013 semester and includes 25,000 square feet with seven classrooms and laboratories, one computer classroom, a learning resource center and a community room. Cosumnes Oaks High School and Elizabeth Pinkerton Middle School of the Elk Grove Unified School District are located across the street from the center.

 

 

Position Summary:

Under the general direction of the Vice President of Instruction or appropriate administrators, the Dean, Cosumnes River College, Elk Grove Center performs duties in the administration and supervision of the Elk Grove Center, which include establishing the overall direction, development, operations, and growth of the center. Typical duties and responsibilities include, but are not limited to, providing general supervision of the Center; developing class schedules and course offerings and coordinating the courses and curriculum to be offered at the Center in collaboration with the on-campus instructional and student services deans; maintaining agreements and contracts that involve the Center when necessary; developing and sustaining a partnership with Elk Grove Unified School District to increase student access and transfer opportunities; developing partnerships with community and civic agencies to promote the Center; recommending budget allocations and administering the adopted budget; managing the Center's day, evening, weekend, and summer offerings; supervising Center classified staff and faculty as appropriate; working with the district and college staff in all areas of responsibility; contributing to, supporting and implementing the college's strategic plan; developing and implementing planning required for the Center; and performing other duties as assigned.

 

 

Responsibilities:

Areas of responsibility for the Elk Grove Center Dean include: 

- Operate and grow the Center instructional programs through effective leadership, strategic planning, and educational community partnerships. 

- Schedule classes for the Center to address student needs aligned with the college's enrollment management goals and in collaboration with instructional and student services area deans. 

- Supervise the daily operation and development of the Center.

- Hire, supervise and evaluate the support staff and faculty assigned to the Center as appropriate. 

- Serve as the liaison to educational institutions, business, industry, and local government served by the Center including the Elk Grove Unified School District, City of Elk Grove, Elk Grove Economic Development Corp., and other public and private organizations. 

- Lead the planning of the expansion of the Center including additional buildings to increase current square footage and develop Phase 2 and 3. 

- Establish and coordinate instructional and student support services.

- Coordinate the Center program, such as flex activities for faculty, and final exam schedules with the main campus. 

- Coordinate faculty hiring and assignments with the instructional and student services area deans. 

- Arrange for training opportunities for Center support staff so they retain currency in college and district policies and operations. 

- Maintain statistical records regarding enrollment, WSCH, etc. for the Center. 

- Develop reports as they apply to the enrollments, student records, and budgets of the Center. 

- Coordinate with CRC and Los Rios staff regarding facilities maintenance and security management. 

- Meet with third parties to discuss the needs of Cosumnes River College for use of non-CRC facilities when necessary. 

- Develop and maintain communication with the main campus through the use of courier services, email and voice mail, and face to face meetings. 

- Provide communication to the main campus support services, such as instructional media, assessment, telecommunications needs, counseling services, and other services as needed.

 

 

Additioinal Responsibilities:

- Participate on college and district committees, groups and meetings whenever appropriate.

- Assist faculty and staff with student problems and concerns.

- Develop and implement initiatives that support student learning and student success. 

- Coordinate student services at the Center to include orientation, assessment, student educational plans, counseling, financial aid, enrollment services, DSPS, CalWORKS, etc.

- Work with the community to identify target populations and to recommend appropriate courses or programs of study to be offered at the Center. 

- Coordinate administrative services including business services, bookstore, custodial services, groundskeeping, building maintenance and repair. 

- Work flexible hours including evenings and weekends when necessary.

 

 

Minimum Qualifications:

1. Have a master's degree* from an accredited institution completed by July 1, 2014.

 

2. Have one year formal training, internship, or leadership experience reasonably related to the administrator's administrative assignment.

 

3. Have sensitivity to and understanding of the diverse academic socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, including those with physical or learning disabilities as it relates to differences in learning styles.

Administrative/Executive Positions: Administrative positions may be subject to the District's Conflict of Interest Code, and a statement of economic interest is required within thirty (30) days following appointment to the position.
