Chief Academic & Innovation Officer/ Assistant Superintendent   ADDITIONAL INFORMATION: Annual salary of $160,259 plus a full benefits package and commitment stipend of $3,800 is paid each November following a full year of service and returning for the following year.  Doctorate stipend is $3,000  BASIC FUNCTION: Under the direction of the Superintendent, the Assistant Superintendent/Chief Academic & Innovation Officer plans, organizes, manages, and directs all aspects of the operation of  the following departments:  School Improvement; Inclusive Education; Instructional Services; College and Career Readiness, Program and Staff Development; and Visual and Performing Arts.  The Assistant Superintendent/Chief Academic & Innovation Officer has overall leadership responsibility for district-wide teaching and learning, curriculum and instruction, and innovation in school and district improvement initiatives.  The duties include but are not limited to supervision of the School Improvement Officers,  Principals and District School Improvement Teams to increase academic achievement with a social justice agenda on closing the instructional gap and to most effectively support all buildings in achieving established accountability targets for student achievement; assist the Superintendent in achieving established district goals under the district’s strategic plan; complying with federal and state laws, and district regulations, policies, and procedures; and, regular interaction with administrators, other district staff, the Board of Directors, community leaders, parents, patrons, and vendors. Assists the Superintendent in achieving district objectives and carrying out policies established by the Board of Directors to Successfully Prepare All Students for Their Future.  Participates with the Superintendent and other Assistant Superintendents to ensure best practices in district-wide strategic leadership and operational management to ensure the development and maintenance of a positive educational environment and program that meets the needs of the community and is consistent with the policies and direction of the Board of Directors.  Provides leadership for the district's School Improvement Officers, Principals and academic achievement improvement and related support initiatives; provides direction and expertise in implementing the common core standards, curriculum, instruction, formative assessments, research and assessment, and certificated staff development; supervises assigned administrative, professional, and support staff; coordinates executive-level functions with other cabinet-level administrators and the superintendent.  Develops, implements, and evaluates goals and objectives as they pertain to the areas of responsibility of the district as directed.  Establishes a climate within the areas of responsibility that is conducive to appropriate conduct, performance, attitude, job satisfaction, and service orientation.   Promotes the district's mission and the attainment of increased academic achievement and accountability for all students; serves as an advocate for students; promotes commitment by parents and the community to the K-12 educational system; identifies and takes effective action to eliminate disproportionality in the instructional gap, particularly for English Language Learners, Students with Disabilities, and other traditionally underperforming student groups; and, executes strategies to increase academic achievement in very diverse student populations and ensure positive school climates.  Provides administrative oversight to School Improvement Officers and Principals for effective decision-making based on data from reports and interpretations of related data for administrators, the Board of Directors, and the Superintendent.   Promotes state-of-the-art use of technology for enhancing teaching and learning, standards, data analysis, formative assessments, extending the learning time 24/7, and on-demand learning for both students and staff.  Provides vision, direction, and leadership regarding academic achievement, curriculum, and instruction; establishes operational goals and objectives in support of the district strategic plan and district policies in conjunction with the administrative team.  Provides direction and maintains up-to-date knowledge of educational reform and instructional best practices in all aspects of K–12 education, including ELL, Inclusive Education, Gifted and Talented, and students most vulnerable to failure; acquires, maintains, and provides information/training regarding current state-of-the-art methods and techniques in the areas of educational programs and administration; coordinates with local, state, and national institutes or agencies.  Facilitates and coordinates district efforts to involve parents and the general community in planning, implementation, and evaluation of academic achievement and common core curriculum and standards-based instruction and formative assessment systems; ensures district committees represent the diversity of the district.  Oversees program planning, implementation, and evaluation of the categorical programs within special services as assigned.  Represents interests and presents concerns of division staff to Superintendent's cabinet and Board of Directors.  Follows a planned professional growth program, participates actively in local, state, and national professional associations/organizations; and studies local, state, and national guidelines for effective human resources services. Directs the development and approves the departmental budgets for assigned area of responsibilities. Functions as a member of the district’s Leadership Team, coordinates with other district and school administrators in the areas of assigned responsibility. Supervises and evaluates the performance of assigned staff; interviews and selects employees, and recommends transfers, reassignments, terminations, and disciplinary actions; plans, coordinates, and arranges for appropriate training of subordinates; and, provides leadership and direction for programs under the supervision of these employees.  Directs the preparation and maintenance of a variety of narrative and statistical reports (including state and federal reports as required), records, and files; and prepares agendas and memos.  Assures accurate and timely dissemination of information. Directs special projects as assigned by the Superintendent.  Serves on committees as appropriate or assigned by the Superintendent. Serves as an articulate, informed spokesperson for the district at both formal and informal speaking engagements and in the development of written documents describing district programs.  Represents the district, when so assigned in social, organizational, ceremonial, political, or other functions. Attends all Board of Directors meetings. Performs all other duties as assigned.  REQUIRED QUALIFICATIONS: Bachelor’s degree. Master’s degree in educational administration or related field.  Minimum of five (5) years successful experience in innovative program management and supervisory or administrative work experience. Through knowledge of effective and innovative school and district improvement initiatives, teaching and learning strategies effective in closing the instructional gap, principles and practices of emerging curriculum and instruction, effective application of technology to enhance teaching and learning, Common Core State Standards, Professional Learning Communities, and demonstrated success as an educational leader.  REQUIRED QUALIFICATIONS: Doctoral degree in related field. Proven successful experience in serving as a cabinet-level administrator in urban public education. Proven successful experience in implementing and directing a variety of large-scale instructional programs and/or operations in a large urban school district. Proven successful experience in an ethnically diverse public school district. Proven successful experience in working and learning in a Professional Learning Community. Exceptional background in teaching and learning/curriculum and instruction relative to the division’s function. Completion of courses in educational leadership, curriculum and instruction, etc., relative to the division’s function. Washington Multiple or Single Subject Teaching Credential. Washington Superintendent and/or District Administrative Credential. Employment eligibility that may include fingerprints, health (TB), and/or other employment clearance.   Must have valid driver’s license and automobile available for use.  Must be willing to attend evening and weekend meetings. (Education/Experience Equivalency:  Combinations of appropriate education, training, certification and experience will be evaluated on an individual basis for comparability to the minimum education and experience requirements.)  REQUIRED KNOWLEDGE AND ABILITIES: Knowledge of: Organizational theory and its application in large school districts, including familiarity with “systems thinking,” the ability to analyze organizational situations from structural, human resource, political, and symbolic frames. Principles, practices, trends, goals, and objectives of public education. Effective principles and practices of management and supervisory methods. Philosophical, educational, fiscal, and legal aspects affecting human resources management. Research/theory, best practices, and technical aspects of field of specialty, including curriculum development, implementation, and evaluation; assessment of instruction; student assessment; student special services; and professional development. Research methods and report writing techniques. Record-keeping techniques. Applicable federal, state, and local laws, codes, regulations, policies, procedures, and case law related to assigned activities. District organization, operations, policies, and procedures. Educational and business technology programs, procedures and methods, computer equipment, and computer software necessary to perform required duties. Budget preparation and control. Oral and written communication skills, including English usage, grammar, spelling, punctuation, vocabulary, composition, and skills in mathematics.  Ability to: Plan, organize, and administer a comprehensive division. Administer assigned budgets and allocate funds. Demonstrate leadership qualities and utilize motivational techniques and strategies in the development of an operational mode that is cost effective. Operate technology hardware and software necessary to perform assigned duties/responsibilities. Communicate effectively, both orally and in writing. Write/present in a clear and concise manner for broad public appeal and interpretation. Gain cooperation through discussion and persuasion. Facilitate and promote collaborative decision-making among groups of individuals with diverse interests and values. Facilitate conflict resolution. Coordinate and supervise the work of others. Supervise and evaluate the performance of assigned staff.     Ability to exhibit multicultural and ethnic understanding and sensitivity with the capability to communicate effectively with all cultural groups in the Kent School District.
