ASSISTANT DIRECTOR, INCLUSIVE EDUCATION
 
ADDITIONAL INFORMATION: This position is open until filled. 
 
ASSIGNMENT:   This position will provide leadership for a variety of special education programs which may include, but not be limited to such programs as elementary or secondary inclusive educational programs, developmental preschool, and childfind; assists in the preparation of local, state, and federal reports and grants (e.g. iGrants); prepares and monitors budgets; provides leadership in the development, implementation, and evaluation of service delivery options and instructional best practices; and ensures program alignment with district standards.  
 
ESSENTIAL JOB DUTIES:
  • Provides leadership, technical assistance and program compliance support for district staff (administrators, teachers, paraeducators, related service personnel, building instructional support teams) to meet the learning needs of students receiving special education services and increase student achievement in the least restrictive educational setting.
  • Provides leadership and administers district special education programs in collaboration with building principals which may include both in-district and out-of-district programs; develops and facilitates principal training on special education compliance.
  • Collaborates with central office and building administrators in developing instructional programs and collecting and analyzing data to monitor program effectiveness; serves as district committee member for selection of tiered instructional resources.
  • Provides leadership in meeting the professional development needs of district staff by developing, planning, monitoring, facilitating and evaluating a variety of staff development efforts related to special education.
  • Facilitates committee and special project work and partnerships with district staff, families, and community members in support of increased student achievement and program compliance.
  • Collaborates with Instructional Support Teams to ensure targeted support is aligned with compliance and performance goals and district initiatives to increase student achievement.
  • Provides leadership and collaborates with staff, families and/or community agencies to develop needed community service options to meet the needs of the birth through 21 year old population.
  • Represents the department in mediation, due process, and other proceedings as requested.
  • Develops and monitors program budget and staffing allocations ensuring accurate and thorough records retention for area(s) of responsibility.
  • Provides interpretations regarding state and federal disability and No Child Left Behind mandates; provides leadership in all areas of state and federal special education compliance efforts.
  • Serves on the inclusive education leadership team to support all areas of responsibilities of the department. 
  • Supervises and evaluates a variety of special education staff which includes educational staff associates. 
OTHER JOB DUTIES:
  • Supervises out-of-district placements, contractual agreements, agency-related services, and/or oversees designated interagency agreements as assigned.
  • Serves as a liaison with outside agencies.
  • Serves on various state, regional, and district committees as assigned.
  • Provides information to the community regarding special needs issues as required.
  • Serves as member of the leadership team of the district; performs related duties consistent with the scope and intent of the position as assigned. 
REQUIRED QUALIFICATIONS:
  • Minimum of master’s degree in special education or other area related to responsibilities and three years of supervisory or administrative work experience, plus three years of increasingly responsible work experience in the field of Special Education or related field; or any combination of education, experience, and training which provides the applicant with the knowledge, skills, and abilities required to perform the work.
  • Washington State professional educator certificate for service as an administrator on file prior to beginning work.  
PREFERRED QUALIFICATIONS:
  • Extensive knowledge of the research-based instructional theories, tiered intervention, inclusive education practices and interventions for diverse learners (Special Education, NCLB, etc).
  • Knowledge of current researched-validated curricula and materials for students with a variety of disabilities and instructional needs.
  • Thorough knowledge of and successful experience working with all areas of special education compliance and programming.
  • Knowledge of and development of community resources and family involvement strategies.
  • Knowledge of establishing and managing budgets, grant applications, and year-end report processes.
  • Knowledge of the logistics involved in planning classes or special programs for students.
  • Knowledge and skill in human relations with the ability to work and communicate positively and effectively with community, parents, district staff, and students.
  • Knowledge of and ability to use computer software, IEP Online and technology resources related to word and data processing, telecommunication, the internet, and integration of technology in the classroom.
  • Ability to develop and locate resources to support the needs of struggling and diverse learners.
  • Ability to promote consensus in groups of individuals with diverse interests and values and demonstrated skill in working as an effective team member.
  • Proven ability to develop and deliver long-range plans for complex programs or projects.
  • Ability to be flexible, develop favorable relationships and work collaboratively with co-workers, administrators, parents, students and the community.
  • Ability to consistently and equitably deal with parents, district staff, and students.
  • Demonstrated leadership skills.
  • Excellent written & verbal communication skills.
  • Ability to communicate in a second language.
  • Strong organizational skills and demonstrated ability to manage ideas, time and materials to accomplish goals and monitor multiple projects at a time. 
  • Ability to exhibit multicultural and ethnic understanding and sensitivity with the ability to communicate effectively with all cultural groups in the school community.
  • Experience working with a diverse student population and the specific school demographics. 
WORKING RELATIONSHIPS:
Reports to the executive director of inclusive education.  Supervises assigned program staff which include educational staff associates (psychologist, occupational therapists, physical therapists, speech language pathologists).  Collaborates with central office administrators, principals, staff, parents, students, outside agency representatives, suppliers, vendors and the community. 
 
WORKING CONDITIONS:
The daily work is performed in a general administrative office setting and at various sites within and outside the school district.  The position requires: visual and mental concentration with a  high level of organizational skill; a high level of interaction with others through routine communications; routine interruptions, heavy telephone contacts and a heavy meeting schedule; extra hours and regular attendance at functions before and after the regular work day; prolonged periods of sitting; exposure to visual display terminal for prolonged periods; frequent dealings with distraught, angry, or hostile individuals; representing the district on potentially controversial matters; working under conditions characterized by potential for high levels of stress, absence of frequent feedback, and infrequent recognition of positive work performance.

 Salary Plus Additional Compensation:
 
*Additional Compensation includes: effective education days, professional development days, and annual commitment stipend (Must have been an employee by January 31 of the previous school year to receive commitment stipend.)
