ABOUT THE JOB: Under direction, using considerable payroll, accounting and decision-making skills, supervises payroll functions, coordinates workflow of the payroll section, and performs related work as required.

BASIC FUNCTION: Trains, schedules, coordinates, supervises, and evaluates work of payroll unit staff related to both certificated and classified payrolls; compiles, balances, edits, and reconciles a variety of reports; maintains ledgers, journals, logs, and worksheets for all salary and benefit accounts; makes correcting entries, as appropriate; transmits employment information and payroll data to Orange County Department of Education (OCDE) according to established calendar and within crucial timelines; works with OCDE to exchange information and implement changes in employees, assignments, retirement plans, and bargaining units; provides OCDE, California State Teachers’ Retirement System (CalSTRS), and California Public Employees’ Retirement System (CalPERS), with necessary data to determine employee retirement benefits and resolve discrepancies; analyzes a wide variety of problems, changes in law, labor agreements, and new regulations; devises new and revised procedures and forms to ensure compliance and efficiency; assists in coordinating central business service functions, including setting up accruals and year-end closing; prepares complex financial records, reports, and statements; coordinates with budget section regarding posting of payroll and benefit charges, including proofing and balancing entries, identifying errors, and making adjusting entries, as appropriate; monitors employees’ withholding taxes, makes and explains corrections, and compiles federal and state quarterly and year-end tax returns and reports; processes levies, garnishments, and other withholding orders; conducts complex research of prior years’ payroll/tax records/earnings and benefits, in order to correct errors such as pay rate, assignments, service credit, benefit accruals, withholding errors; and supervises staff performing the more routine research; writes payroll procedures and revises manuals relative to assigned areas of responsibility; contacts district, OCDE, state and federal per­sonnel, and outside sources regarding a variety of payroll-related matters; and represents the district at various countywide payroll meetings.

EMPLOYMENT STANDARDS

Education and Experience:  Any combination of education, training, and experience which is likely to provide a level of knowledge equivalent to an associate’s degree with emphasis in accounting, and at least four years of progressively responsible payroll experience equivalent to full-time work, two of which must have been in a lead or supervisory capacity. Part-time work experience will be considered and adjusted appropriately. Any other combination of training and experience which would likely provide the required skills, knowledge and abilities may be considered.

A SUCCESSFUL CANDIDATE REQUIRES THE FOLLOWING….

Knowledge of: Principles and practices of school district payroll preparation and analysis; California public school budgeting and accounting procedures, including state and federal audit guidelines, pertinent provisions of the Education Code, the California State Accounting Manual, and applicable federal and state laws and regulations; and effective supervisory techniques.

Ability to:  Supervise payroll accounting, proofing, audit­ing, and disbursing operations, including entering and transmitting data with speed and accuracy to meet stringent timelines; interpret and apply various laws, codes, contracts, and agreements relative to payroll, taxes and withholding orders; use computers, databases, and spreadsheets effectively; prepare clear and concise report; oversee procedures applicable to payroll accounting; instruct, train, and super­vise personnel effectively in payroll methods and procedures; and maintain cooperative and effective work­ing relationships with administrators, department heads, other employees, and the public.
