DEFINITION
Under direction, performs technical accounting and fiscally related functions and activities; assists in the performance of internal audits of special fund and accounts; assists with budget projections and in the preparation of the annual adopted budget and interim reports; assists in the preparation of cash flow projections; supervises Fiscal Services personnel; and performs other related duties as required.
ESSENTIAL DUTIES
- Performs a variety of financial record keeping functions.
- Compiles, verifies, and prepares account and budget transfers for various programs.
- Assists in the formulation, revision, and implementation of computerized record keeping systems.
- Arranges, posts, and balances financial data, and prepares trial balance and financial statements.
- Maintains journals, ledgers, and other accounting records.
- Assists in the preparation of budget projections for the adopted budget and interim reports.
- Assists in the preparation of account and fund analyses.
- Supervises employees in the day to day operation of Fiscal Services activities.
- Trains staff members assigned to the department responsible for accounting and accounts payable functions.
- Operates a computer, inputting financial data into a financial accounting and budget control systems and develops worksheets utilizing electronic spreadsheet programs.
- Performs responsible and technical accounting-related tasks related to the preparation and management of accounting records and reports, such as transportation, special education, accounts payable, and purchasing.
- Prepares a variety of statistical and research data gathering activities.
QUALIFICATIONS
Knowledge of:
- Principals and methods of accounting, budget planning and control, technical report preparation, and internal audits processes;
- Financial record keeping methods, procedures, and techniques;
- California school accounting legal mandates, practices, and procedures;
- Accounting and budget control computer based record management systems;
- Organization, supervision, employee motivation, and fiscal management strategies and techniques.
Ability to:
- Interpret and effectively communicate accounting and budget control policies, regulations, and guidelines
- Prepares clear and accurate financial statements and reports;
- Performs complex and technical financial record keeping functions;
- Understand and carry out oral and written directions;
- Establish and maintain a cooperative working relationship;
- Organize, supervise, train, and evaluate the work of Fiscal Services personnel.

- Persons performing service in this position classification will exert 10 to 20 pounds offered frequently to lift, carry, push, or otherwise move objects.
- This type of work involves sitting most of the time, but may involve walking or standing for brief periods.
- Perceiving the nature of sound, near and far vision, depth perception, providing oral information, the manual dexterity to operate business related equipment, and handle and work with various materials and objects are important aspects of this job.

EXPERIENCE AND EDUCATION
Any combination of experience and training that would likely provide the required knowledge and skill is qualifying. A typical way to obtain the required knowledge and skill would be:
Experience:
- Four years of accounting-related experience, preferably in an educational agency.
Education:
- Equivalent to the completion of an Associate of Arts degree in accounting, supplemented by training or coursework in budget planning and control, business administration, or closely related field.
- Bachelor’s degree desired.
CONDITION OF EMPLOYMENT
- Insurability by the District’s liability insurance carrier.
