MIGRANT FAMILY SERVICE ADVOCATE
PRIMARY FUNCTION:
Under the supervision of the Migrant Education Program Manager, provides supplemental instructional services to Migrant students including but not limited to literacy strategies; assist County or Region in the identification and recruitment of eligible Migrant children; performs home visits to assist with student instruction and support, performs record keeping, and identification and recruitment functions connected with student data enrollment process.; provides statistical, health and parent involvement assistance
DIRECTLY RESPONSIBLE TO: Program Manager
MAJOR DUTIES AND RESPONSIBILITIES:
Assist in the instruction and supervision of eligible Migrant students under the guidance of the Migrant Resource Teacher, Migrant Program Manager and/or regular classroom teacher
Provide supplemental instruction to students in each area of the student’s program, including (as applicable): academic subjects, communication skills, social skills, self-help skills, motor skills and recreational skills
Provide instructional support in the student’s primary language when necessary
Demonstrate, to students the manner in which tasks are performed
Modify activities to retain student interest and attention
Assist, monitor and reinforce student learning
Assist teacher with planning and with the preparation of activities, equipment and materials prior to arrival of students
Assist in monitoring and evaluating student progress by completing related student records and documents (i.e. documenting of instructional time with students, etc.)
May assist in supervising students as requested by the Migrant Resource Teacher and/or Migrant Program Administrator
Identify and recruit eligible Migrant families. Determine program enrollment by verifying eligibility factors based on established federal and/or state regulations and guidelines, and record pertinent information on the Certificate of Eligibility
Expedite completion of pre-enrollment requirements by assisting families to obtain the necessary documentation and by completing all required forms and health records accurately and in a timely manner
Review completed student enrollment verification forms for accuracy, student eligibility, and possible audit exceptions
Complete related paperwork to enroll, disenroll and update Migrant student status records of prospective enrollees with student’s family members, and current or previous schools
Prepare reports on identification and recruitment activities; collect enrollment and activity reports and compile into monthly reports for submission to the Regional Office
Research and maintain data and records for assigned program, county, state and federal reports including data of services provided, referrals and follow–up on students and families served

Works closely with school office and regional staff to contact families regarding attendance, application and enrollment status, discrepancies, and incomplete information, and returns applicable documents in a timely fashion for verification of information
Processes termination records upon the withdrawal of children or the determination of a family’s ineligibility to receive program services
Performs record keeping pertinent to student data enrollment process and researches and maintains data and records for assigned program, or county, state and federal reports including data of services provided, referrals and follow–up on students and families served
Communicates purpose of the assigned program to prospective enrollees and their families
Informs and encourages parent/guardian participation in school activities and events, and community associations and agencies
Explains, interprets, and clarifies program regulations and guidelines, agency resources, procedures, rights and responsibilities
Assists in developing and presenting in-service training on relevant subjects to parents, staff, students, and community groups/agencies at various meetings
Serves as a resource person to schools and school staffs
Attends trainings at the county, state and federal level as required by program
Provides supplementary health education to eligible Migrant families and makes referrals to appropriate agencies to meet covered needs including emergency dental, health, educational programs, social services and clothing
Assists with parent education programs and facilitates parent participation in parent advisory committee
Serves as health services liaison between the Migrant student and the appropriate agencies
Serves as an advocate for students and parents
Helps develop positive and supportive attitudes among parents of Migrant children toward school attendance and the educational progress of their children
Provides crisis and/or emergency intervention
Provides for translation when necessary
Makes home and public contacts as needed (i.e. home visits)
Establishes and maintains ongoing channels of communication between home and school

Arranges for transportation of students and their parents for medical or emergency purposes
Performs a wide variety of tasks helping Migrant children and families
MINIMUM QUALIFICATIONS:
Knowledge of:
Strong English and Spanish verbal and written communication skills including spelling, grammar and punctuation and math; modern office methods and practices; proper phone etiquette and record keeping; First Aid principles and practices
Ability to:
Communicate effectively in English and Spanish language both orally and in writing; understand and follow oral and written instructions in an independent manner; demonstrate understanding, patience, a positive attitude and genuine interest in working with students; ability to multi-task, provide leadership and be organized; establish and maintain cooperative working relationships with those contacted in the course of work; analyze situations accurately and adapt as appropriate, effective course of action; be flexible with a positive attitude and possess excellent interpersonal skills; work with Migrant families in a home setting; prepare and deliver group presentations; learn and implement laws and regulations governing program; physically participate in activities outside the classroom such as: recreational activities and field trips; handle information in a discreet and confidential manner; plan, formulate and execute clerical procedures and directives in accordance with assigned duties; work occasionally evenings/weekends, if necessary; work cooperatively with Migrant parents, District, Region and State personnel; maintain cooperative working relationships with those contacted in the course of work; perform appropriate CPR and First Aid when necessary and operate a variety of office machines and type at a level to complete required tasks accurately and efficiently

License(s)/Certificate(s):
First Aid Certification within six (6) months of employment; CPR Certification within six (6) months of employment; Valid California driver’s license and evidence of insurability

PHYSICAL EFFORT/WORK ENVIRONMENT: Good physical condition; Sit for long period of time or work in confined spaces; Perceive the nature of sound; Must have visual acuity for the purposes of reading computer screens, manuals, labels and other printed matter. New employees must pass District physical examination which includes drug and alcohol screening.
