JOB DESCRIPTION

  • The Director of Pupil Services is an administrator responsible to the district superintendent and serves on the district management team.  The Director of Pupil Services will assist in the planning, development, and implementation of the policies, regulations, guidelines and procedures pertaining to the Moraga School District pupil services programs with other duties as defined by the superintendent.

DUTIES AND RESPONSIBILITIES:

  • Responsible for direction, coordination, guidance and assessment of all programs in the area of pupil services, including but not limited to those concerning Special Education, Child Welfare and Health Services.
  • Assists school administrators in addressing the needs of exceptional pupils and facilitates development of in-service training for all staff who work with them.
  • Assure all special education students are appropriately placed within district and according to specific IEP assignments.
  • Confirm District compliance with IDEA and other federal and state mandates regarding Special Education and selected categorical programs.
  • Organize and facilitate all matters and hearings relating to expulsions, exclusion, and other disciplinary matters.
  • Provide liaison services and assistance regarding concerns and problems of specifically identified students.
  • Develop and monitor budget for the Special Education and Pupil Services Department.
  • Facilitate the delivery of health care services to students which includes State Mandated Programs that screen, refer, and follow-up for hearing, vision, spinal defects, students with diabetes and other identified health disabilities.
  • Oversee a variety of state mandated programs including, Section 504 of the Rehabilitation Act of 1973, ELL and Home & Hospital.
  • Hire and interview all certificated and classified Special Education staff for appropriate assignments with students.
  • Initiate and oversee contracts of out of district providers.
  • Oversee free and reduced lunch program and Too Good for Drugs (Alcohol & Drug prevention program).
  • Assist with facilitation of the Regional Pre-school program.
  • Manage and monitor the Response to Intervention Program.
  • Monitor the District Special Education management information system as required by law and insure that proper records are maintained.
  • Coordinate and administer School Attendance Review Board (SARB).
  • Develop and revise board policies and administrative regulations.
  • Provide information and advice in legal involvement regarding students and student records.
  • Facilitate in-service training of principal, pupil services, special education staff, and other support personnel in the legal requirements and procedures relative to exceptional students, discipline, and other student related issues.
  • Disseminate information on Special Education Programs to all schools, parents, and public and private agencies.
  • Participate as a representative of the District at professional and regional meetings, and conferences in the area of Special Education and Pupil Services.
  • Supervise, coordinate, and evaluate the performance of the Speech and Language Specialists, Resource Teachers, Occupational Therapists, School Psychologists, School Nurse, Counselors, and appropriate Clerical Support Staff.
  • Interface with district office departments in order to facilitate efficiency in program functioning.
  • Develop and maintain liaison with appropriate governmental agencies, legal counsel, SELPA specialists and relevant community groups regarding district needs

  • Direct a program of Pupil services in conjunction with regular education programs;
  • Communicate effectively and clearly both orally and in writing.
  • Analyze and identify problems and develop and evaluate alternate solutions.
  • Work empathetically with parents of students with diverse and often intensive special education needs, as well as at-risk students.
  • Comprehend complex written and verbal instructions such as district policy and legal directives.
  • To make policy level decisions and interpretations with broadly detailed financial, legal, or policy boundaries with minimum supervision.
  • Highly adept with various software programs. (MSWord, MS Excel, MS PowerPoint, SEIS, MUNIS and Knowledge of Aeries is a plus)

QUALIFICATIONS: • Credential: Administrative Credential authorizing service at the District level • Education: Graduation from an accredited college or university • Experience: Provide evidence of adequate preparation and background for the position with a minimum of three years school administrative experience and/or 5 years experience in special education programs. • A valid drivers license
