The San Francisco Unified School District Bond Program

The San Francisco Unified School District (SFUSD) is seeking an experienced individual to fill a Project Manager II position.  This is a great opportunity for experienced project manager with supervisory experience to join the district and share in our commitment to improve public education.

Position Description:
The SFUSD Bond Program is a $1.4 billion, (preK–12) school modernization and construction program authorized by three separate Bond measures approved by the voters of San Francisco.  The San Francisco Unified School District started the program and it includes modernization and new construction at approximately 140 different District owned or leased sites. 

Under administrative direction, the SFUSD 5504 Bond Program Project Manager II plans, organizes, directs and controls all or part of highly complex preK-12 Educational architectural/engineering/planning project(s) from concept through design and construction to close out of the project contract(s) for school sites in the District.

Supervision Exercised:
Project Manager may supervise other Project Managers and technical staff.

Examples of Important and Essential Duties:

The SFUSD Bond Project Manager II is responsible for:

  1. Overseeing conceptual and final project design
  2. Overseeing various planning, design and engineering activities
  3. Coordinating work of a multi-disciplinary technical staff across organizational boundaries
  4. Working extensively with the public, private contractors, special interest groups, governmental funding and regulatory agencies, the Division of the State Architect and other public agencies or departments
  5. Coordinating EIR processes and/or obtaining plan approvals if required
  6. Preparing and monitoring project budgets and controlling project costs and schedules
  7. Overseeing construction contracts and oversight for construction management
  8. Reviewing change orders, payment applications and coordinating project close-out
  9. Serving as primary contact for all parties involved in the project.
  10. Performing other duties as required. 

Knowledge, Skills, and Abilities

Knowledge of: Technical aspects of architectural, civil, mechanical, electrical, structural, and geotechnical engineering design and specifications; financing, estimating and budgeting, including planning and estimating, calculating overhead, design and construction costs; working knowledge of various funding sources and restrictions; legal requirements for California Educational projects; regulations and regulatory agencies and commissions affecting planning, zoning, design and construction; requirements of final bid packages; construction management techniques and practices.

Ability to: Schedule and budget complex capital projects; develop and enforce work statements; monitor, review and revise job orders, schedules and budgets; monitor and track project progress and expenditures and implement cost controls; use computer based project management systems; work effectively in a team environment; understand and communicate to others the larger context in which the project is being completed; negotiate and resolve contract disputes; maintain client contractor relationships; make effective presentations to clients and the community; and communicate effectively with the public, community groups, other public agencies, the Board of Education and private contractors.

Minimum Requirements:

1) Bachelor’s degree in architecture, engineering or construction management plus six years of responsible architectural, engineering or construction management experience, OR

2) A Bachelor’s Degree in another field plus eight years of responsible experience in a field directly related to the project, OR

3) Ten years of architectural, engineering, or construction management experience in a field directly related to the project, OR

4) California registration as professional engineer or architect and 4 years professional experience in pre-K-12 educational projects.

Essential duties require the following physical skills and work environment: Work is performed in the office and in the field, involving attendance at meetings in the community and visits to construction sites, which may be in remote locations. Some assignments may require driving and/or extensive night or weekend work.

 Desirable qualifications and requirements: 

* The SFUSD Bond Program desires applicants to have a minimum of four (4) years experience in the design, construction and design/construction management of preK-12 public school construction in California, including school modernization and new construction projects.

* The SFUSD Bond Program desires applicants to have a minimum of 2 years performing those duties while under the direct employment of a California K-12 Public School District.

* Professional training in project or construction management
