Job Summary: Under the supervision of the Executive Director, plan, coordinate, and manage the activities of the HR Unit; develop and recommend office-wide systems, operating policies, and procedures; directs and coordinates the maintenance of the control table, employee and position control databases for Learning Centers and agencies using the HR system; advises clients regarding the interpretation of legislation and regulations which may impact human resource information processing. Act as technical liaison to consultants, vendors, staff, and administrators. Gathers data, prepares reports, and partners with division management in forecasting strategic staffing needs; assists in the delivery of professional services in the areas of job classification, compensation, benefits, employee selection procedures, recruitment, selection and placement, training, performance management, job evaluation, and labor relations; Maintains safety records and workers compensation, completes employment processing and separation transactional services JOB REQUIREMENTS: Knowledge of: Provisions of the California Administrative Code, Education Code, and related state laws pertaining to human resource systems for certificated and classified employees; information systems for the preparation and processing of human resource reports; principles, practices and trends of information systems; concepts of systems integration and systems analysis; project management techniques; conflict resolution strategies; principles and techniques of team building; principles and techniques of organization, administration, and personnel management; modern principles, practices, and equipment for clerical record keeping and filing systems; principles and techniques of employee selection, supervision, training, and performance evaluation; and principles of implementing diversity in the workplace. Ability to: Organize, direct, coordinate, and supervise the work of management, technical and clerical staff; develop goals and objectives; evaluate problems and apply solutions; develop and present training programs; read, analyze and interpret statutes, policies, regulations and legal opinions and advise management of their impact on operations; exercise good judgment and make sound decisions in accordance with laws, regulations, and established administrative procedures; apply deductive and inductive reasoning and logic to draw conclusions and provide summaries and recommendations; select, supervise, train, and evaluate subordinate management, technical and clerical personnel, establish and maintain effective working relationships with others; communicate effectively, both orally and in writing; prepare clear, concise and accurate statistical and administrative reports; apply information system integrity standards; apply principles of functional system analysis and design; operate a computer and applicable hardware and software; and model communication and interaction that respects and includes all individuals and their languages, abilities, religions, and cultures. EDUCATION AND EXPERIENCE REQUIRED: Education: Bachelor’s degree with major coursework in business or public administration. Experience: Five years of directly related experience in the administration of human resources system information systems, including one year of supervisory experience. LICENSES AND OTHER REQUIREMENTS: California Administrative Service Credential desirable. WORKING ENVIRONMENT: Office environment. Driving a vehicle to conduct work.
