ASSIGNMENT
Under the direction of the Assistant Superintendent, Business, organizes, coordinates and supervises the District's purchasing and warehouse functions in accordance with established public procurement and school district policies, regulations, requirements and standards; exercises responsibility for the cost-effective procurement of supplies, furniture, materials and equipment as well as providing supervisory direction to purchasing and warehouse personnel.
MAJOR DUTIES & RESPONSIBILITIES
Under the general direction of the Assistant Superintendent, Business, the Purchasing Coordinator:
- Reviews all purchase order requests submitted by schools and departments.
- Secures competitive prices for products, commodities and services.
- Insures products meet specifications and requirements of end users.
- Establishes and maintains productive relationships with vendors.
- Confers with school personnel and provides information and assistance with the procurement process.
- Acts as designee authorized to sign purchase orders.
- Meets with school administrators district staff as needed to develop specifications.
- Supervises preparation of bid documents, requests for proposal (RFP), solicits and evaluates formal bids and makes recommendations for contract award.
- Oversees Warehouse inventory.
- Operates an on-line requisition system.
- Manages a Warehouse work order system for hauling, equipment moves and other transportation needs.
- Performs quantitative analysis of spending patterns.
- Trains staff on a variety of procurement and material handling topics.
- Performs a variety of documents including bids, resolutions, board agenda items and correspondence.
- Makes written and oral reports as necessary to the Board of Education.
- Performs related duties as assigned.
EMPLOYMENT STANDARDS
Education and Experience: Any combination of experience formal training and education that equips the applicant with the knowledge and skills requisite to perform the duties and responsibilities necessary is qualifying. A bachelor’s degree or equivalent is required.
Knowledge of: Principals and practices of public procurement and warehouse; California Public Contract Code, competitive bidding and contracts, Federal E-rate program; characteristics and types of materials, supplies and equipment used in a school district; principles of supervision and management; functions and interrelationships of school and departmental units.
Ability to: Establish and maintain cooperative working relationships with school administrators, staff and outside vendors and contractors; interpret and apply policies and regulations governing public procurement; train and supervise staff; communicate effectively orally and in writing; work collaboratively with staff from other business disciplines.
Working Conditions: Business office working environment subject to sitting at a desk for long periods of time; bending, crouching or kneeling at files, pushing/pulling of file drawers and supplies, reaching in all directions and prolonged periods of time working at a computer terminal.
SALARY AND BENEFITS
The salary is an eight-step range 14; starting salary is $85,387 on the Management Schedule. This is a 225-day contract, paid over 12 months plus a stipend for masters or doctorate degree. The District has a generous benefits package, which currently includes employee selected family health, vision insurance, employee dental coverage, and term life insurance. Please note for the 2012-13 school year, SBUSD has agreed to 7 furlough days.

THE DISTRICT AND COMMUNITY
The District’s 13 elementary schools are located in a 22-square-mile-area within the city. The District’s eight secondary schools are located within a 136-square mile-area in Santa Barbara and Goleta. The District has approximately 9,900 secondary and 5,700 elementary students. The ethnic enrollment, which is predominantly Hispanic, is 66% in the elementary district and 47% in the high school district. Facilities include 3 comprehensive high schools, 4 junior high schools, a continuation school, 9 elementary schools, an alternative school and 3 charter schools. Currently the total expenditure budget for the District is approximately $120,000,000.
Santa Barbara, a city of 87,400 people, is the incorporated city of a coastal community with a population of 200,000. Santa Barbara lies about 100 miles northwest of Los Angeles between the mountains and the sea. The economy is based on electronics and space age research, light manufacturing, agriculture, and tourist trade. Educational facilities, an integral part of the community, include the University of California and many other colleges and specialized schools. A wide variety of cultural events are available.
