The San Francisco Unified School District is seeking to fill the Manager of Classified Operations position in the Human Resources Department.  This is a key position in the organization.  The Manager of Classified Operations is charged with helping HR become a strategic customer-centric partner for HR customers by supporting and retaining a diverse and highly qualified workforce in a responsive manner. The Manager of Classified Operations will be integral in developing and implementing a new customer service and communication strategy while also enhancing the business processes and data accuracy of the HR department.

Position Description:

Under general administrative direction of the Executive Director of Classified Operations, the Manager of Classified Operations supervises the compensation and benefits programs and plans, designs and implements program and work flow changes for HR programs that serve approximately 8,000 certificated, paraprofessional, and classified employees (including retirees) of the San Francisco Unified School District.

Human Resource’s Classified Operations ensures compliance with federal, state and local legislation, regulations and labor contracts; evaluates and modifies programs and plans to deliver cost-effective benefits which are responsive to District and employee needs; selects, trains, and supervises professional and technical staff engaged staffing and in the administration of benefits and leaves programs; oversees the administration of district-wide programs and activities to provide reasonable accommodation for employees pursuant to the Americans with Disabilities Act (ADA); oversees mandated compliance activities; and performs related duties as required. 

Classified Operations is also responsible for partnering with Labor Relations to negotiate and administer labor contracts for the 15 classified civil service labor unions.  The Manager of Classified Operations may serve as a bargaining team member and/or a resource for negotiations with the civil service unions.

The Manager of Classified Operations will serve as a project manager for civil service position-based testing (PBT), which will include coordinating with the Executive Director of Classified Operations and the Manager of Classified Staffing to set priorities for PBT classes, building internal capacity with the HR Staffing Analysts to perform PBT duties, and developing a communication strategy to work effectively with District hiring managers and the City’s DHR around PBT.

The Manager of Classified Operations will also serve a key role in the implementation of HR performance management initiatives that are in alignment with HR’s and the District’s Strategic Plan. 

The Manager of Classified Operations will report to the Executive Director of Classified Operations, will supervise the Benefits Office, the Leaves Office and Classified Staffing and will perform other duties as assigned.

Knowledge, Skills and Abilities:

Knowledge of public sector recruitment and staffing, particularly Merit Systems and Merit System hiring.  Familiarity with the San Francisco Civil Service and its Rules.

Knowledge of the administration of employee benefits programs including health, dental and disability plans, flexible spending accounts (Section 125), and public retirement plans; applicable federal and state law, including the California Education Code; medical and legal terminology and principals associated with assigned tasks, including STRS and PARS coding and terminology; database management; and COBRA;

Ability to: express ideas and concepts in an articulate, clear, understandable and concise manner to disseminate information to all levels of the organization;

Skill in: manipulating computerized database systems and various software applications.

Ability to develop and implement multiple projects and programs with competing priorities and limited resources;

Ability to analyze organizational problems and implement effective solutions;

Direct, train and motivate assigned staff to meet organizational goals and exceed performance standards;

Maximize the usage of human resource management information systems to maintain and assess employee data.

Minimum Qualifications:

Possession of a baccalaureate degree from an accredited college or university; AND

Five (5) years of verified professional human resource experience, including two years in a human resource department performing duties which included significant assignments in the areas of employee benefits, ADA, leaves, grievances, compensation, human resources policy and procedure interpretation and administration.

Knowledge and/or use of database software applications including PeopleSoft 8.3 and other related human resources application software; proficiency to perform word processing, data entry, retrieval, query, database creation and management functions.

Desirable Qualifications:

  • Knowledge of personnel rules, policies and procedures including the California State Education Code and civil service provisions of the San Francisco City charter and Civil Service System rules;
  • Knowledge of applicable federal, state, and local legislation and court decisions, including FMLA & ADA, COBRA;
  • Demonstrated success in administering employee benefits programs in a multi-employer environment;
  • Demonstrated success in implementing initiatives or enhancements to improve service delivery in a dynamic HR setting;
  • Ability to engage stakeholders at all organizational levels and in the community in achieving program objectives;
  • Highly proficient in computer usage with experience managing data;
  • Strong oral and written communication skills;
  • Customer service focus;
  • Energetic and self-motivated
