POSITION SUMMARY: 

Under limited supervision, establish and supervise a year round educational program that includes Adult Basic Education (ABE), General Education (GED), and English as a Second Language (ESL); a vocational program geared toward preparation for entry-level employment skills and upgrades to current skills; counseling program geared toward assisting residents with re-entry skills and planning for future release, and a recreational program that promotes socially acceptable behavior with safe, worthwhile sports and hobby craft activities. 

TYPICAL RESPONSIBILITIES AND DUTIES: 

Although it is not possible to provide an exhaustive list of all types of duties, responsibilities and performances standard, the following are the essential job functions: 

  1. Responsible for training, mentoring and supervision of educational, vocational, recreational, and counseling staff to ensure that they run programs that meet company and contracting agency requirements.
     
  2. Oversee the ordering of all supplies and materials needed by the vocational, educational, recreational and counseling programs so that the programs will have the necessary inventory to run an effective training program for the residents while at the same time maintaining fiscal responsibility for specific budget line items relating to those departments.
     
  3. Coordinate job skill training with Maintenance and Culinary departments to ensure the residents are meeting objectives of the program.
     
  4. Supervise the coordination of all outside resource groups (e.g., Alcoholics Anonymous, Narcotics Anonymous, Employment Development Department, Department of Vocational Rehabilitation, etc.), to provide additional support groups to assist residents in making behavioral changes.
     
  5. Oversee religious activities for the residents, as required by the contract, so that the religious needs of the residents are being met.
     
  6. Oversee the recreational schedule to ensure that inmates are being afforded maximum participation opportunities to promote physical fitness and relaxation.
     
  7. Oversee and maintain the volunteer program to ensure that the program is contributing to the enrichment of the residents' activities and that the company and CDC standards are being met.
     
  8. Periodically review and evaluate all programs, and provide recommendations to immediate supervisor so that necessary changes can be made to enhance the quality of the programs.
     
  9. Prepare monthly, quarterly and annual program evaluations and reports on all areas of responsibility.
     
  10. Provide leadership to peer or lower-classified employees through the assignment of work, monitoring of progress, review of results and technical instruction or training as needed.
     
  11. Write evaluations and provide input to management for the purpose of reviews, salary action, promotion, transfer or disciplinary action. May be responsible for administering personnel action. Prepare performance evaluations on or before the due date.
     
  12. Oversee line items within the facility budget that pertain to the vocational, educational, and recreational departments to ensure that the budget is not being overspent.
     
  13. Assume duties of programs staff in their absence to ensure continuity of operations.
     
  14. Responsible for the oversight of the inmate library and proper library procedures.
  15. Attend and participate in weekly classification of new inmates to ensure that their programming needs are being met.
     
  16. Ensure that proper credentialing for academic and vocational instructors is maintained as required by the contract.
     
  17. Oversee inmate new arrival orientation, TABE testing and the programming assignments of inmates.
     
  18. Responsible for the proper implementation and management of PC Section 2933.05, Credit Earning Program, and the proper issuance of completion of milestone chronos.
     
  19. Maintain confidentiality obtained through job duties regarding employees, vendors, residents, outside agencies, etc., so that sensitive information is only given on a "need to know" basis.
     
  20. Participate in staff and management meetings by sharing observations and recommendations regarding the facility, residents and staff relations to identify and solve problems and function as a unified team.
     
  21. Complete in-service training to meet the requirements for continued personal and professional self-development. (Full-time employees 40 hours per year and proportionate hours for all other classifications for employees.)
     
  22. Comply with company work rules and policies as explained in the company Employee Handbook, State of California Title 15, and the Facility Policies and Procedures Manual; and respond positively to directives from management in a cooperative spirit to ensure conformance to standards.
     
  23. Communicate effectively with all levels of staff in a manner that promotes a team spirit and a sense of cooperation.

EDUCATION:

B.A. or B.S. in social sciences preferred. Administrative Services credential as issued by CCTC (California Commission on Teaching Credentials) is required.

EXPERIENCE:
Experience with Adult School or Secondary education preferred.

KNOWLEDGE:
Familiar with educational curriculum, current teaching practices, credential requirements, community resources and workforce needs, public and private agencies and social services groups is necessary. Knowledge of current management techniques and leadership skills.

SKILLS/ABILITIES:
ust be sensitive to, and have experience with, adults of diverse backgrounds.  Must possess a willingness to be gender responsive to an all-female population. Able to network and use community and business resources to advance the programs offered to inmates. Bilingual in English/Spanish preferred, but not mandatory.

PHYSICAL LIMITATIONS:
Frequent standing, walking, sitting, bending, lifting (25 lbs maximum); occasional walking on uneven ground; gross and fine manual dexterity; must be able to visually observe residents and staff; hear, understand, and interpret resident and employee behavior; detect odors through sense of smell for such things are marijuana and alcohol. Communicate verbally and in writing. Inmate population may become unruly at times, and escapes may be attempted, requiring quick, reflexive responses.

WORK ENVIRONMENT:
Minimum security risk prison setting. Office areas are well-illuminated and are relatively quiet. Outside temperatures can reach well into the 100's during the summer season, while winter temperatures are often at or below freezing. High winds can blow dirt and dust around. Gopher holes, sidewalks/street curbs, and rocks are prevalent.

JOB REQUIREMENTS: 

  1. Must have personal vehicle available for company use. 
  2. Valid California driver's license. 
  3. Must be able to meet company standards regarding automobile insurance (see Automobile Insurance Policy in Employee Handbook). 
  4. Must be approved to drive a company vehicle by company’s automobile insurance agency. (This involves the insurance agency running a current Department of Motor Vehicles driving record check.)
