The Merced County Office of Education assists Merced County’s 20 school districts through support and oversight of curriculum and instruction, alternative education, business services, early education, technology, migrant education, special education, and teacher credentialing. MCOE is led by the elected Merced County Superintendent of Schools and governed by the Merced County Board of Education. While serving as a focal point to facilitate local school/government/community partnerships, MCOE is responsible for the fiscal oversight of each school district in Merced County, hears appeals for student expulsion hearings and interdistrict transfers and operates Green Meadows Outdoor School.

BASIC FUNCTION:
Under the direction of the Principal, Valley Community School, Career and Alternative Education Department, the Vice-Principal/Counselor will serve as a liaison between Valley Community School and other agencies/schools; provides assessments and vocational counseling; assists and counsel students; and works with the business community; will be responsible for the teaching/learning environment of Valley Community and Juvenile Court Schools which emphasize academic, social and interpersonal skills related to career direction and vocational training. This position is exempt from the certificated bargaining unit.
REPRESENTATIVE DUTIES:
ESSENTIAL DUTIES:
Responsible for direct supervision and evaluation of assigned teachers and support staff.
Serves as a liaison between Valley Community Juvenile Hall School and other schools, social services agencies, the Probation Department, and other agencies that provide services to help students stay in school.
Works with teachers to analyze, report, and use the results of assessments in assisting parents and students in establishing goals for education and employment.
Tracks student progress on a personal computer.
Completes transitional services plans with students.
Works with other MCOE site administrators to follow up on attendance issues.
Attends workshops, staffing, in-services, conferences and other related professional meetings as needed.
Identifies diagnoses and prescribes remediation for individuals; matches activities and materials to individual skills and needs; assesses records and provides feedback to students.
Selects, designs and modifies appropriate instructional materials, methods and sequences to meet individual student needs.
Develops and monitors individual student compliance with required learning contracts related to needs and goals.
Contributes to the development of student assessments, identification of student needs, program planning and curriculum development.
Organizes and provides student intra- and extra-curricular activities which promote positive feelings of togetherness and belonging.
Works cooperatively with Merced County Probation and Juvenile Hall staff.
Collaborates with other certificated personnel and community agencies in an attempt to resolve problems of students.
Participates in weekly staff and monthly curriculum planning meetings.
Coordinates curriculum plan with site staff to assure integration of subject matter.
Develops and maintains contact with support agencies.
Maintains close contact with parents and probation officers of individual students.
Assists in interpreting the school program and its curriculum to parents and stakeholders in order to promote greater understanding among community groups of school objectives, accomplishments, and problems.
Provides data and assistance for budget projections and preparation.
Operates a motor vehicle.
Operates a personal computer and standard office equipment.
Performs other related essential functions as assigned.

Supervise and evaluate the performance of assigned personnel.
Assist in the development and implementation of community school programs, projects, services, schedules, plans, student activities, strategies, goals and objectives.
Manage school site instructional programs and activities to assure compliance with established curriculum standards and requirements.
Receive, evaluate and resolve parental, administrative and staff issues, conflicts and complaints related to community schools.
Coordinate and direct campus activities to assure the well-being and safety of students and staff.
Communicate effectively both orally and in writing.
Interpret, apply and explain rules, regulations, policies and procedures.

EDUCATION AND EXPERIENCE:
Bachelor’s degree in public administration or related field and three years of classroom teaching experience. Experience working with high-risk students in an educational setting where academic development is the primary activity. Experience in student assessment, school counseling or closely related activity.
LICENSES AND OTHER REQUIREMENTS:
Valid California driver’s license.
Valid Administrative Services Credential.
Valid Pupil Personnel Services Credential authorizing School Counselor
