Under the direction of the Director, General Services or assigned designee at the West Valley-Mission Community College District, purchase materials, supplies, equipment and services in accordance with applicable laws, regulations and District policies; analyze product sources, quality, price and availability to determine the best value.

ASSIGNMENT
100% of full time, 37.5 hours per week, 12 months per year; schedule may change to occasionally include some evening or weekend hours, as needed. Work Location: This position may be assigned to either Mission College or West Valley College, or re-assigned from one college to the other.

SALARY AND BENEFITS
- $4,044 - $4,414 entry-level salary / $4,044 - $5,313 maximum earnable excluding longevity and educational growth

MINIMUM QUALIFICATIONS
Any combination equivalent to:
- Two years of college-level course work in business administration or related field AND
- Three years of increasingly responsible experience in purchasing goods and services for a large public sector organization.
- Candidates with foreign degrees must provide official certification of equivalency to U.S. degrees by a certified U.S. credential review service. Simple translation of the language on foreign diplomas, transcripts, coursework, or similar documentation will NOT suffice; thus, will cause the application packet to be judged as incomplete.
- Demonstrated ability to work with persons of diverse socioeconomic, cultural, disability, and ethnic backgrounds.

KNOWLEDGE AND ABILITIES
Knowledge of:
- Public sector purchasing practices.
- Applicable sections of the Education Code, Public Contracts Code, and other laws and regulations.
- Negotiation skills and contract language.
- Modern office practices and procedures.
- Operation of office equipment including microcomputer and various software programs.
- Oral and written communication skills.
Ability to:
- Research sources of materials, supplies, equipment and services for a large public agency.
- Analyze data related to the price, terms, availability and delivery of goods and services.
- Obtain bids and quotes and make recommendations concerning District purchases.
- Communicate effectively both orally and in writing.

- Prepare bid specifications and other formal bid documents.

EXAMPLES OF DUTIES AND RESPONSIBILITIES

- Research and investigate sources of supplies, materials, equipment and services; interview vendors and communicate in writing and on the telephone to obtain information regarding the price, availability, terms and delivery of goods and services.
- Provide technical assistance to District personnel and make recommendations regarding purchases; interpret and explain purchasing policies and procedures, applicable laws and regulations; conduct workshops concerning the purchasing function for faculty and staff.
- Prepare written quotations for major purchases; develop specifications and other documents required for the formal bidding process; write agenda items making recommendations to the Board of Trustees.
- Negotiate maintenance contracts for equipment; solicit quotes and bids; prepare bid package and conduct bid openings.
- Resolve warehouse receiving problems and discrepancies including shortages, overages, damaged goods and freight claims; confer with vendors regarding change orders, price increases and outstanding orders; arrange for return of defective merchandise.
- Receive and review requisitions for accuracy and completeness; prepare for data entry; check accounts, track purchase orders and resolve purchasing problems and issues.
- Prepare and maintain records and reports related to bid summaries, stores catalog, vendor usage and surplus equipment.
- Operate a microcomputer, printer, calculator, copier and other office machines; utilize a variety of software programs including word processing and spreadsheet applications.
- Perform related duties as assigned.

OTHER DUTIES
- Organize and track the District's surplus furniture and equipment; negotiate and coordinate periodic auction of surplus items.
