Escondido Union High School District Job Specification Job Title: Coordinator, School Facility Planning Employee Unit: Management FLSA Status: Exempt Salary Level: Negotiable Approved By: Board of Trustees SUMMARY Directs the planning of new facilities and modernization of existing facilities, acquisition of school sites, by performing the following duties. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Coordinate regular meetings with architects and engineers regarding the Citracado, Adult Education and Career Technical Education facility programs, reviewing status, schedules and billing and coordinate the necessary education programming and planning review by school site staff; Working closely with the Finance Director and Construction Project Manager, develop and maintain project budgets and project accounting including planning and soft costs as well as projected construction costs and schedules; Provide facilities planning support for the development, coordination and implementation of the District’s Career Technical Education Facilities program; Coordinate District compliance with the California Environmental Quality Act (CEQA) representing the District with CDE, the City, Geo-tech and Environmental consultants, focused on achieving District certification and compliance; Coordinate with developers, demographers, planners with The City of Escondido and the County, the Escondido Union School District and neighboring Districts to determine development activity and project housing starts and student enrollment; Coordinate the updates to the District’s Long Range Facility Master Plan, working closely with the Assistant Superintendent on sources and uses of funds, status and schedule of construction and phasing of projects. Serve as staff to the Independent Citizens Oversight Committee (ICOC), preparing minutes, agenda’s reports and coordinating the required annual fiscal and performance audits; Maximize funding sources for sustainable/green school design, environmentally sensitive design solutions and leverage capital resources to generate operational savings; Communicate with the all interested and effected stakeholders including the ICOC, community, homeowners associations, interested neighbors, District administrators and staff on the status and progress of the Districts facility plans; Provide technical expertise in processing school facility applications, obtaining the necessary approval and qualifying the District for State facility funds through CDE, DSA, OPSC, DTSC and other State Agencies as required; Provide reports and prepare presentation material on the status, budget, and progress on the planning, design, approvals and progress of facility plans; Update the annual student classroom capacity analysis utilized to maximize local and State funds; Oversees the District’s developer fee program including budgeting and forecasting revenues and ensuring District compliance on collections and expenditure reporting; Maintain relationships with Local and State Agency officials and associations and remain current on facility program issues and opportunities for funding for the District’s facility program; QUALIFICATIONS: To perform this job successfully, an individual must have the ability to communicate in a tactful and diplomatic manner on both complex as well as adverse issues; ability to develop and maintain effective relationships; work with others in a collegial environment; have significant experience managing a school facility program. EDUCATION and/or EXPERIENCE: Possess substantial experience in California school business and facility planning functions, the State school construction program, school facility financing and planning, and demographic analysis techniques. Bachelor's degree (B. A.) in business, public administration or related field from four-year college or university; four years experience in state school construction funding programs and planning, or equivalent combination of education and experience. LANGUAGE SKILLS Ability to read, analyze, and interpret complex documents; to respond effectively to the most sensitive inquiries or complaints; write speeches and articles using original or innovative techniques or style; make effective and persuasive speeches and presentations on controversial or complex topics to senior management, public groups, and/or boards of directors. MATHEMATICAL SKILLS Ability to work with mathematical concepts such as probability and statistical inference; ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. REASONING ABILITY Ability to define problems, collect data, establish facts, and draw valid conclusions; ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. CERTIFICATES, LICENSES, REGISTRATIONS Valid California driver's license and good driving record. OTHER SKILLS AND ABILITIES Clerical and Administrative Support positions require a working knowledge of Microsoft computer applications, including Microsoft Word and Excel. Working knowledge of pertinent legal codes such as Title 21 and Title 24, financing mechanisms related to site acquisition and facility construction, including state bonds, developer fees, general obligation bonds, and other funding mechanisms.
