Job Summary

The Position: The Personnel Commission is a non-partisan governing body responsible for overseeing a merit system employment program for classified (non-teaching) employees. Under the merit system, classified employees are selected, promoted and retained on the basis of demonstrated qualifications assessed through job related examinations. Personnel Commissioners are appointed for three-year terms. The Personnel Commission meets once per month, typically on the first Tuesday. Example of Duties: Specific functions with which personnel commissioners in California school districts and county offices of education have been charged by the Education Code are: The classifying of all positions in the classified service; recommending salary schedules and rates of pay to the employer; hearing and deciding appeals in regard to disciplinary and dismissal actions against classified employees; adopting rules which shall provide for the procedures to be followed by the employer as they pertain to the classified service regarding applications, examinations, eligibility, appointments, promotions, demotions, transfers, dismissals, resignations, layoffs, reemployment, compensation within classification, job analysis and specifications, public advertisement of examinations, and any other matter necessary to carry out the provisions and purposes of the merit system. The Personnel Commission directs the Director-Classified Personnel and staff to ensure that the provisions of the merit system are carried out.
