Job Description / Essential Elements:    Print   

Under the general supervision of the Education Administrator I of the Uniform Complaints Procedures Office I, and in collaboration with program units and supervisors throughout the California Department of Education (CDE), the Education Programs Consultant (EPC) performs a variety of education policy, compliance, and administrative activities related to the Uniform Complaint Procedures (UCP). The incumbent supports California students, families, and local educational agencies (LEAs) by addressing complaints involving discrimination, harassment, intimidation, and bullying in K-12 educational programs. The Uniform Complaint Procedures Office I provides statewide oversight, leadership, and technical assistance related to civil rights appeals and complaints, ensuring compliance with state and federal laws and promoting educational equity. The EPC independently reviews and analyzes appeals and complaints within the scope of the UCP, conducts fact-finding activities and interviews, and collaborates with CDE Legal Office attorneys to prepare findings of fact, conclusions of law, and corrective actions. The incumbent reviews requests for reconsideration, prepares written correspondence, monitors the implementation of corrective actions, and provides technical assistance to complainants, appellants, and LEAs regarding complaint resolution processes and mediation options. The EPC may also conduct compliance monitoring reviews of LEA UCP policies and procedures as part of the Federal Programs Monitoring (FPM) process. Responsibilities include reviewing documentation, evaluating compliance, developing findings, providing guidance and technical assistance, and ensuring timely resolution of identified issues. In addition, the incumbent contributes to legislative and departmental reporting requirements and supports the development and maintenance of UCP resources, guidance, and related materials. The EPC represents the Uniform Complaint Procedures Office I within the CDE and with external partners, as requested, and provides technical assistance and guidance regarding statutory and regulatory requirements, civil rights compliance, education equity issues, appeals, and complaint resolution. The position requires strong analytical, investigative, communication, and collaboration skills, as well as the ability to work independently while managing multiple priorities and statutory deadlines.
