THE MERIT SYSTEM AND THE PERSONNEL COMMISSION The San Mateo County Office of Education has utilized the Merit System since 1966 to ensure that classified employees are selected, promoted and retained without favoritism or prejudice. The Personnel Commission oversees a Civil Service (Merit) System of personnel management for San Mateo County Office of Education employees. The Merit System is a method of personnel management which is designed to promote the efficiency and economy of the workforce and the good of the public by providing for the selection and retention of employees, promotional opportunities, in-service training, and other related matters on the basis of merit, fitness, and the principle of “like pay for like work."

Job Summary
Under general supervision, delivers and picks up mail, packages, and other materials to and from various County Office of Education (Office) sites on foot or by motor vehicle on established routes and time schedules; sorts mail, packages, and other materials according to various categories; operates mail processing machines such as postage metering machines; and performs related duties as assigned. This journey-level classification is responsible for independently performing duties in support of the Office’s mail receipt and distribution operations. Positions at this level perform the full range of duties as assigned working independently and exercising judgment and initiative in their assigned tasks. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. MINIMUM QUALIFICATIONS: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: EXPERIENCE: Equivalent to completion of the twelfth (12th) grade; and One (1) year of experience in either general office support work, or sorting, delivering, routing and processing mail. LICENSES AND OTHER REQUIREMENTS: Must possess a valid US driver’s license upon date of application. Must obtain California driver’s license following hire date per California DMV regulations. EXAMINATION PROCESS: The examination process for this classification may consist of: 1. A written in-person examination: 10/19/2026; and 2. An oral board virtual examination: 10/21/2026. REASONABLE ACCOMMODATION: Individuals with disabilities are eligible to receive necessary testing accommodations under the Americans with Disabilities Act (ADA). BENEFITS: Total Compensation Package: Placement on salary schedule. If a medical plan is selected, the County Office will contribute up to $1,400 per month for single coverage or $1,750 per month for employee plus one or more toward your medical benefits if you enroll in an SMCOE-sponsored CalPERS medical plan, or $300 per month if you waive medical coverage. The employee pays the balance of their health premiums from their gross earnings on a pre-tax basis. If a medical plan is not selected, employees will receive a contribution of $300.00/month toward single coverage for Delta Dental, and Life Insurance. A vision plan (VSP) is also available. Employees pay the worker contribution to the Public Employees Retirement System (PERS).
