Job Description / Essential Elements:    Print   

Under the general supervision of the Education Administrator I of the Adult Education Office, the Education Programs Consultant (EPC) will provide leadership, oversight, and coordination of adult education programs. The EPC will provide program expertise with an emphasis on assessment, accountability, and program evaluation. Duties will include, but not be limited to the following:


• Consult with local educational agencies (LEAs) to develop and implement program strategies, standards, assessments, and practices regarding state and federal regulation compliance for adult education programs, including adults with disabilities; promote educational activities that encourage employers and educational programs to coordinate literacy training for adults, and conduct ongoing program evaluation and design.


• Monitor activities of adult education state and federally funded programs to facilitate compliance and provide technical assistance activities to schools and agencies.


• Write, review, and/or edit adult education documents; develop and monitor contracts; analyze relevant materials; prepare written responses to letters and other inquiries from the field and create correspondence.


• Consult with LEAs to develop and implement program strategies, standards, assessment and practices regarding the administration of the Workforce Innovation and Opportunity Act (WIOA) and the California Adult Education Program.


• Develop and make presentations for the field in regional and state meetings and provide technical expertise regarding questions related to Adult Secondary Education, High School Equivalency, English as a Second Language and Basic Literacy, and other programs related to WIOA and the California Adult Education Program.

Effective July 1, 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary range(s) shown on this job posting does not reflect the salary reduction.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Current knowledge and understanding of adult education programs, especially related to the implementation of specific activities, initiatives, and programs at the statewide level that improve adult education programs and services. Experience working with LEAs. Strong communication abilities (written and verbal), interpersonal skills, public-speaking and presentation skills, and organizational habits are essential. Ability to work independently and on a team to ensure project deadlines are met.
