About the Employer

Hartnell College is one of the oldest institutions of higher education in California. Founded in 1920 as Salinas Junior College, the school was renamed Hartnell College in 1948, and the Hartnell Community College District was established the following year. The College is preparing to join with its students, employees, alums and the greater community to celebrate its Centennial, beginning in Fall 2019. Hartnell moved into a new building on its current 54-acre site, at 411 Central Ave. in Salinas in 1936. The Main Campus is located in Monterey County, just a 25-minute drive from the scenic Monterey Peninsula and the Monterey Regional Airport. Its Alisal Campus in east Salinas, opened in 2014, houses its Agricultural Business and Technology Institute, its Sustainable Design and Construction Center, a diesel program, an automotive technology program and its computer science program. Hartnell also holds classes at its education center in King City, opened in 2002, and at numerous off-campus locations in north and south Monterey County. Thanks to a $167 million local bond measure – known as Measure T – approved by district voters in 2016, it is preparing to expand that facility and open new centers in Soledad and Castroville, as well as a new state-of-the-art building for its nursing and allied health programs on the Main Campus. Along with renovation of two classroom buildings and new landscaping, also on the Main Campus, those projects are scheduled for completion by 2021. The College serves the Salinas Valley, a fertile agricultural region some 10 miles wide and 100 miles long, as well as part of southern San Benito County. It draws most of its annual enrollment of 17,000 students from Salinas and the communities of Bradley, Castroville, Chualar, Gonzales, Greenfield, Jolon, King City, Lockwood, Moss Landing, San Ardo, San Lucas and Soledad. Students also come from Monterey Peninsula communities and elsewhere in California’s Central Coast, as well as from other states and countries. All are drawn Hartnell's academic excellence and focus on the success of students in its four-year transfer, nursing and technical programs, as well as a proud tradition in intercollegiate athletics, with 12 men’s and women’s teams.

Description



Under the direction of the designated administrator, the Work-Based Learning Manager plans, coordinates, implements, and evaluates work-based learning programs, including the College Corps Fellowship, internships, apprenticeships, and other career-connected learning opportunities.


This role oversees staff, develops and maintains employer and community partnerships, manages grant-funded initiatives, and ensures compliance with federal, state, and local regulations. The Manager supports the development of career pathways aligned with labor market needs and institutional priorities, and assists students in achieving career readiness and successful transitions into the workforce.


SUPERVISION RECEIVED AND EXERCISED:

Receives direction from the designated administrator. Exercises supervision over program staff, coordinators, student workers, and temporary employees, providing training, coaching, and performance evaluation.


CLASS CHARACTERISTICS:

This class is distinguished from lower-level coordinator positions by its responsibility for program management, grant administration, employer and community partner engagement, and staff supervision across multiple work-based learning initiatives. Duties involve operational decision-making and program leadership with moderate independence under the general guidance of the Director. Successful performance requires coordination across campus departments and external partners to ensure effective program delivery and student success.

- Plan, coordinate, and oversee work-based learning programs, including College Corps, internships, apprenticeships, and related career-connected learning opportunities.

- Manage the implementation of grant-funded programs, including monitoring compliance, supporting reporting requirements, and ensuring alignment with program guidelines.

- Develop and maintain partnerships with employers, community host partners, and regional stakeholders to support student placement opportunities.

- Oversee recruitment, selection, onboarding, and retention of students participating in work-based learning programs, including College Corps Fellows.

- Coordinate program operations, including student onboarding processes such as background checks, orientations, and placement matching.

- Monitor student participation, progress, and completion of program requirements, including service hours, internships, and apprenticeship milestones.

- Supervise program staff, coordinators, and student workers; provide training, coaching, and performance evaluations.

- Assist in budget planning, resource allocation, and tracking expenditures for assigned programs in coordination with appropriate departments.

- Develop, implement, and maintain accurate records, tracking systems, and program documentation related to student participation and outcomes.

- Conduct administrative analysis, compile data, prepare reports, and evaluate program effectiveness, including metrics related to recruitment, retention, and completion.

- Coordinate and collaborate with internal departments, including Financial Aid, Academic Affairs, and student support programs, to ensure effective program delivery.

- Plan and support outreach, recruitment, and engagement activities, including information sessions, workshops, and events.

- Serve as a liaison to employers, community organizations, educational institutions, and consortium partners.

- Represent the Career Hub and assigned programs at meetings, conferences, and community events.

- Ensure compliance with federal, state, and local regulations, as well as college policies and grant requirements.

- Perform other related duties as assigned.

Supplemental Information



EDUCATION AND EXPERIENCE:


A bachelor's degree from an accredited institution in education, workforce development, public administration, or a related field.


Three (3) years of progressively responsible experience in workforce development, career services, program management, or a related area, including experience with partnerships, program coordination, or student services.


Experience with grant-funded programs and/or work-based learning initiatives is preferred.


DESIRABLE QUALIFICATIONS:




- Experience with internships, apprenticeships, or service-learning programs

- Experience managing or supporting College Corps or similar fellowship programs

CONDITIONS OF EMPLOYMENT:


This is a grant funded, full-time, educational management position. Management salary range XIII: $98,451.00 to $119,669.00 annually (within this salary range, the successful candidate's starting salary will be commensurate with education and experience).

Annual doctoral stipend: $3,000.
