About the Employer
Round Valley Unified School District is a small, rural K-12 district in Mendocino County serving over 500 students. We have one TK-8 school, Round Valley Elementary School, which is the largest school in the district with over 300 students. Round Valley High School is our only comprehensive high school and it currently serves 9-12. We also have one Continuation High School that currently serves students in grades 10-12. The district also has a California State Sponsored Preschool and a branch facility of Mendocino College on our campus. The school district is located in the community of Covelo, a small town in the northeast corner of Mendocino County. Covelo is an agricultural community, with ranching being predominant. The Round Valley Indian Tribes (RVIT) lands are also located in Covelo and surrounding areas. Because of the high number of Native American students that attend schools in Round Valley Unified School District, we have worked closely with the RVIT, American Indian parents, students, and the community to develop courses that support understanding of the culture and heritage of our Native American student population. At the high school, we provide four a-g certified Wailaki language courses and one Yuki language course that represent two languages from the RVITs. White Bison, Native American Cultural Arts, Native American History and our Native American Club are representative of the courses we offer that are culturally responsive to our student population. Native American Cultural Arts and Native American History have been approved for a-g certification. At the elementary school, we provide an Indian Land Tenure Curriculum for all students and are providing language instruction at some grade levels. Districtwide, we bring cultural events to our students, including supporting the Round Valley Feather Dancers. High School students work with staff to plan a yearly Big Time, where Native American Indian dancers from around the state share their dancing, traditions, native foods, and crafts. Our parents and community members participate with the students throughout our district at the Big Time and it is well attended. GENERAL DESCRIPTION:
Under general supervision performs a variety of highly responsible, confidential and complex clerical, secretarial and administrative duties for the Superintendent and the Board of Trustees; assists the Superintendent with administrative detail; plans, organizes, supervises, and coordinates the work of other clerical employees. As the Human Resources Director, oversees the Human Resources Department for all District staff.
ESSENTIAL DUTIES:
· Compose and type correspondence, memos, documents, reports, agendas, and minutes as assigned
· Serve as the primary contact person and liaison between the superintendent and district/building personnel, parents, students, and the general public
· Screen incoming calls, mail, and visitors, received by the superintendent and provide information regarding district policies/procedures or refer to appropriate staff member
· Coordinates and prepares Board agenda and minutes of the Board of Trustees’ meetings;
· Provide clerical support to school board, committees and councils as assigned; prepare agendas and supporting materials, advise news media, take and transcribe minutes, prepare and distribute final minutes and reports and conduct follow-up assignments as necessary
· Board Policy Packets: Review and compare to current Board Policy/Administrative Regulation to ensure district is up to date, present to Board on Agenda for 1st Reading and Review and Approval. Upload/submit to online policy system.
· Grants/Reports: Impact Aid – advertise for committee, set up quarterly meetings to entail Agenda creation, minutes and notifications/postings. Complete student data/source check, update policies and procedures as well as Impact aid Plan. Meet with the RVUSD Board of Trustees and RVIT Tribal Council for approvals prior to submission. Assist District staff, Superintendent with additional grant applications as needed.Reports: Medi-Cal (employee schedules for moment in time), School Accountability Report Card (SARC), North Coast School Insurance Group (NCSIG), Assignment Monitoring, Credentialing, annual Audit requests and assisting with any additional report for the district sites.
· Maintain information from various organizations, (i.e. the State Department of Education, SSDA; ACSA, the legislature,) inter-district transfer requests and data on district operations
· Schedule meetings involving the superintendent, keep the superintendent's calendar and the school board's calendar.
- Post open positions, process applications (livescan/background checks, check references), set up interviews and present selected candidate for Board confirmation of hire. Complete orientation with Payroll Accounting Tech and/or Union Representative.
- Leave processing (FMLA/CFRA/5-month differential). Process workman’s comp claims as need arises.
· Assist superintendent with confidential personnel issues, grievances and arbitrations, collective bargaining and legal issues as assigned
- Maintain strict confidentiality when dealing with staff/student issues and/or complaints. Provide appropriate directions to employees and supervisors, i.e. following bargaining unit agreements, flowing chain of command and policies and procedures.
- Maintains Human Resource files and well as administrative files.
OTHER DUTIES:
· Makes travel arrangements and arranges meetings and conferences
· Independently responds to letters and general correspondence of a routine nature.
· Act as an ambassador for the Round Valley Unified School District
· Other related duties as assigned.
EMPLOYMENT STANDARDS:
To perform this job successfully, and individual must be able to perform each essential duty satisfactorily.
Education:
· High School Diploma; AA desirable.
Experience:
· Five (5) years increasingly responsible secretarial experience at least two of which were as a confidential secretary/administrative assistant involving Human Resources knowledge and application.
Knowledge of:
· District procedures, rules and regulations
· Correct English usage, grammar, spelling, and vocabulary
· Sound business communication
· Standard office practices, procedures and operating details of the district
· Record keeping principles and procedures
· Uses of word processing, spreadsheet and other business management software
