DEFINITION
Performs a variety of technical personnel duties relating to recruitment, selection, and job placement of gradually increasing scope and complexity, with advancing requirements of initiative and independence of action.
DISTINGUISHING CHARACTERISTICS BETWEEN RELATED CLASSES
A Human Resources Analyst initially performs entry-level technical personnel work. The incumbent of a position is expected to perform increasingly complex duties with increasing initiative and independence of action and is also expected to take formal classwork at the post-secondary level, if appropriate. A successful incumbent is expected to perform at the full professional level within four years.
A Senior Human Resources Analyst performs professional-level technical personnel work in a variety of program areas including recruitment and selection, classification and salary, safety and training, labor relations, rules, and risk management administration. Supervises and provides direction for the testing unit of the Classified Human Resources office.
A Human Resources Technician performs a variety of responsible clerical support duties involved in the areas of recruitment and examination as well as processing and maintenance of personnel transactions, records, files and reports. The work of this class requires the exercise of independent judgment in the interpretation and application of rules, procedures, policies, and precedents. Work of higher complexity is reviewed and approved by the supervisor.
SUPERVISION RECEIVED AND EXERCISED
Direct supervision is provided by Senior Human Resources Analyst. General supervision is provided by higher-level Human Resources administrator.
General supervision may be exercised over clerical support personnel.
EXAMPLES OF DUTIES
Performs job analyses by auditing positions and analyzing their duties and responsibilities for purposes of test construction and validation, writes class specifications and recommends entrance requirements, completes job-related selection plans. Develops special application forms, tests, scoring standards, and rating forms.
Contacts district personnel, potential candidates, other employers, community groups and others to obtain or impart information, request raters for examinations, answer inquiries, or explain procedures and regulations. Interviews and counsels prospective employees, applicants, candidates, and eligibles on recruitment and examining matters. Interviews applicants, candidates, and employees to review examination results and disqualifications. Briefs and debriefs interview panels.
Constructs tests and assembles test materials in accordance with approved plans. Administers tests and supervises proctors, briefs examination raters, participates in interviews and evaluates candidates. Supervises tests and interviews to assure that procedures are followed and that examination reports are complete and accurate. Scores examinations; calculates cut-off scores, standard scores, weights and item analyses; assembles lists of eligibles. Compiles, calculates, analyzes numerical data, and prepares tables, graphs and narrative presentations.
Plans and schedules examinations to provide valid lists of eligibles to meet anticipated vacancies. Secures approval of examination schedule. Formulates or assists in formulating and conducting recruitment and training plans to yield qualified applicants and implements plans by arranging for facilities, equipment, advertising, informational materials, and other details. Screens applications in regard to entrance qualifications.
Composes or assists in composing a variety of technical written materials, including procedures, class descriptions, employment examinations, job market trend reports, and Board and Personnel Commission reports. Composes correspondence and responses to questionnaires.
Reviews requests for transfer and other in-service transactions, certifies successful candidates to supervisors of vacant positions, and arranges for the processing of new employees.
Reviews in-service personnel transactions for compliance with collective bargaining agreements, Personnel Commission rules and regulations, and Board of Education policies and regulations.
May need to drive own vehicle to various sites within and outside the district to conduct work, participate in workshops, training programs, interview panels, and meetings.
Assists with compliance of all state and federal programs.
Performs other duties as assigned.
CLASS QUALIFICATIONS
Knowledge of:
Collective bargaining agreements, Personnel Commission Rules and Regulations, the California Education Code, and basic concepts and practices of merit systems of personnel administration.
Math sufficient to add, subtract, multiply, and divide whole numbers and fractions; calculate means, medians, modes, standard deviations, standard and converted scores, and correlation coefficients.
Basic principles and terminology of employment examining, classification, and labor relations.
Research techniques and sources of information regarding personnel administration.
History and current trends affecting public personnel administration.

EMPLOYMENT STANDARDS
Minimum Requirements:
Six months of full-time experience as a civil service testing technician, or one year of generalist technical personnel work, or four years of increasingly complex and responsible employment coordinating the work of others.
Desirable Qualifications:
Graduation from an accredited college or university, preferably including courses in public administration, psychology, personnel management, testing, statistics, and labor relations.
Written and oral proficiency in a second language.
LICENSE OR CERTIFICATE
A valid state of California Class C driver's license and use of a personal vehicle to visit work sites and attend meetings.
OTHER
Willingness to work evenings, early mornings, and Saturdays as testing requires.
Tolerance for stress; ability to work within rules and policy while not necessarily agreeing with them, and ability to work on several tasks with frequent interruptions.
A willingness to attend college-level classes outside of assigned working hours in those areas in which formal training is needed.
WORKING CONDITIONS
Physical Demands:
Employees in this classification must be physically and mentally able to perform the essential duties of the posi¬tion without hazard to themselves or others. These include but are not limited to:

Employees in this classification work primarily indoors, in an office environment, in direct contact with the public and other district staff with continuous interruptions and changing priorities.
