Definition



Under the general direction of the Vice President of Administrative Services, the Director of Safety and Security plans, organizes, coordinates, directs, and evaluates the comprehensive safety and security program for the Gavilan Community College District. The Director provides senior leadership for all campus security operations, emergency preparedness, security systems administration, and personnel safety across all district sites. This positionis responsible forestablishingand advancing a professional, proactive, and data-informed security program that supports the district's mission and ensures a safe and welcoming learning environment.


Distinguishing Characteristics



This is a single-position director-level classification with full management accountability for the district's safety and security functions. Unlike a supervisory classification, the Director exercises broad administrative authority over strategic planning, policy development, budget management, staffing, and inter-agency coordination. The Director serves as the district's primary subject matter expert for all physical security, emergency management, and public safety matters.


Essential Duties



The following duties are typical of those performed by employees in this job title; however, employees may perform other related duties, and not all duties listed are necessarily performed by each employee in the job title.

Leadership & Administration




- Provide strategic vision, direction, and leadership for all safety and security programs and operations across district sites

- Develop, implement, and evaluate the district's Security Master Plan, aligned with institutional goals and industry best practices

- Serve as a member of the district's administrative leadership team; advise the Vice President of Administrative Services and other senior administrators on security matters

- Represent the district in interactions with law enforcement agencies, county emergency services, California Community Colleges Chancellor's Office, and other external partners

- Oversee development, implementation, and regular review of all security policies, procedures, and protocols

- Prepare and administer the department budget;identifyand recommend capital expenditures for security infrastructure, technology, and training


Operations & Security Systems



- Direct security patrol operations, parking enforcement, and emergency response activities across all district facilities and campuses



- Ensure operational readiness of all campus security personnel and security systems at all times

- Maintainproficiencyin and oversee administration of physical security systems,including access control systems, video management systems (VMS), intrusion detection, and emergency notification platforms

- Coordinate with Facilities and Information Technology departments on the design, installation, maintenance, and integration of physical security systems

- Respond to or direct response to security emergencies, critical incidents, and after-hours situations; serve in an on-call capacity as required

- Ensure timely and thorough investigation of security incidents, criminal activity, and safety hazards; maintain accurate records and documentation


Data, Metrics & Continuous Improvement



- Develop, manage, and regularly report on key department performance metrics to identify security vulnerabilities, patterns, trends, and gaps across district sites

- Analyze crime statistics, incident reports, patrol activity, and response time data to drive evidence-based decision-making

- Use metrics analysis tomodifystaffing levels, patrol deployment, resource allocation, and operational priorities as needed to address emerging risks

- Prepare and publish the annual Clery Act "Right-to-Know" crime statistics report in full compliance with federal requirements

- Conduct periodic vulnerability assessments and security audits of all district facilities; develop corrective action plans and track remediation to completion

- Present data-driven security reports and briefings to district leadership, the Board of Trustees, and other stakeholders asrequired


Personnel & Training



- Recruit, select, train, supervise, evaluate, and develop all security department personnel, including Campus Security Officers and support staff

- Develop and administer a comprehensive security training program addressing emergency response, de-escalation, crisis intervention, campus policy enforcement procedures, access control operations, report writing, and customer service

- Ensure the ongoing professional development of all security personnel through structured training plans, certification pathways, and continuing education opportunities

- Establish clear performance expectations; conduct regular performance evaluations and provide coaching, mentoring, and progressive discipline as appropriate

- Foster a professional department culture grounded in integrity, service, and continuous improvement


Emergency Management & Compliance



- Develop,maintain, and exercise the district's Campus Emergency Operations Plan (EOP) in coordination with the President's Cabinet and district administrators



- Serve as the district's primary liaison to the California Governor's Office of Emergency Services (Cal OES), FEMA, and local emergency management agencies

- Ensure compliance with all applicable federal and state regulations, including but not limited to the Clery Act, Title IX (security-related provisions), California Penal Code sections applicable to campus security, and California Education Code

- Coordinate Threat Assessment Team activities;participatein the assessment and management of behavioral threats to campus safety

- Plan and coordinate campus emergency drills, tabletop exercises, and after-action reviews

- Serveaseveningadministratorandperformother dutiesasassigned.




Minimum Qualifications, Education, and Experience



Bachelor's degree in Criminal Justice, Security Management, Emergency Management, PublicAdministration, or equivalent combination of education and experience.

Minimum of five (5) years of progressively responsible experience in security management, law enforcement, ora directly relatedfield, including at least two (2) years in a supervisory or management capacity

Demonstrated experience with physical security systems administration, including access control and video management systems

Knowledge of:




- Modern principles, practices, and techniques of physical security management and campus law enforcement

- Physical security systems, including access control platforms, video management systems (VMS), intrusion detection, and emergency notification systems

- Threat and risk assessment methodologies, including ASIS International frameworks

- Federal and California laws and regulations applicable to campus security, including the Clery Act, California Education Code, and relevant Penal Code provisions

- Emergency management principles including NIMS/ICS

- Crime prevention through environmental design (CPTED) principles

- Data analysis, performance metrics, and reporting methods applicable to security operations

- Budget preparation, administration, and fiscal management practices

- Principles and practices of personnel management, training, supervision, and employee development

- Collective bargaining environment and working effectively within a unionized setting



Skills/Abilities:



- Develop, implement, and evaluate a comprehensive, multi-site security and safety program

- Administer, troubleshoot, and direct the use of physical security systems including access control and video management systems

- Collect, analyze, and interpret security data and metrics; present findings clearly to executive leadership and the Board of Trustees

- Use metrics toidentifyvulnerabilities, patterns, and trends; adjust staffing levels, deployment, and resources accordingly

- Develop and deliver comprehensive security training programs that advance the professional development of all department personnel

- Establish andmaintaineffective working relationships with college administration, faculty, staff, students, law enforcement agencies, and community partners

- Exercise sound independent judgment in high-pressure or emergency situations; lead effective incident response

- Communicate clearly and professionally in written and oral form; prepare clear,accuratereports, policies, and correspondence

- Plan and manage a departmental budget, including capital expenditure planning for security infrastructure

- Collaborate with and align multiple stakeholders, including administrators, faculty, staff, students, and external partners, around shared safetygoalsand institutional priorities

- Foster an environment of trust, respect, and psychological safety in which community members and security personnel alike feel comfortable reporting concerns, escalating issues throughappropriate channels, and engaging openly without fear of retaliation or reprisal

- Exercise effective critical thinking skills to evaluate complex situations,anticipaterisks, weigh competing priorities, and develop sound, proportionate responses

- Influencedecision-makersand campus leadership through data, clear reasoning, and compelling communication, rather than through fear, urgency, or uncertainty
