THE MERIT SYSTEM AND THE PERSONNEL COMMISSION The San Mateo County Office of Education has utilized the Merit System since 1966 to ensure that classified employees are selected, promoted and retained without favoritism or prejudice. The Personnel Commission oversees a Civil Service (Merit) System of personnel management for San Mateo County Office of Education employees. The Merit System is a method of personnel management which is designed to promote the efficiency and economy of the workforce and the good of the public by providing for the selection and retention of employees, promotional opportunities, in-service training, and other related matters on the basis of merit, fitness, and the principle of “like pay for like work."

Under direction, performs a variety of duties in support of the San Mateo County Office of Education’s (Office) sustainability initiatives; supports schools and districts to maintain sustainable and climate resilient campuses, practices, and culture; provides technical assistance and coordination between community partners, available resources, and schools/districts; provides assistance to management in areas of expertise; and performs related duties as assigned. This journey-level classification is responsible for independently performing professional duties in support of environmental literacy and sustainability. Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. EXAMPLES OF TYPICAL JOB FUNCTIONS (Illustrative Only) Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job. > Collects, analyzes, and utilizes data to strengthen sustainability efforts and ensure compliance across schools in San Mateo County and the Office; monitors and evaluates waste management practices, and assists with strategic planning and assessment. > Supports efforts to develop, implement, and provide training on county-wide protocols with district partners to promote sustainable operations, facilities, and programs; facilitates, plans, and hosts network meetings with community partners. > Provides technical support to districts and schools in developing and implementing sustainability plans; promotes environmental education programs and resources from community partners.

Requirements / Qualifications

MINIMUM QUALIFICATIONS: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: EDUCATION: Equivalent to a bachelor's degree from an accredited college or university with major coursework in environmental studies, social science, education, or a closely related field; and EXPERIENCE: Two (2) years of increasingly responsible experience involving sustainability, environmental education, solid waste management, and/or resource conservation preferably in an educational setting. WORKING CONDITIONS/ENVIRONMENT: Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing divisional policies and procedures. LICENSES & OTHER REQUIREMENTS: This position may require employees to travel locally, and specifically, employees must be able get themselves to different locations during their workday. Employees will be responsible for ensuring that they can timely move between locations during their workday either via driving themselves with a valid driver’s license or using other modes of transportation, including a ride hailing service, taking a taxi, carpooling, bicycling, etc. EXAMINATION PROCESS: The examination process for this classification may consist of: 1. Supplemental Questionnaire – submitted at the time of application 2. An oral board virtual examination: Tentatively scheduled for August 21, 2026. IMPORTANT: This recruitment will be used to establish an eligibility list for both limited-term and regular appointments.

BENEFITS: Total Compensation Package: Placement on salary schedule. If a medical plan is selected, the County Office will contribute up to $1,400 per month for single coverage or $1,750 per month for employee plus one or more toward your medical benefits if you enroll in an SMCOE-sponsored CalPERS medical plan, or $300 per month if you waive medical coverage. The employee pays the balance of their health premiums from their gross earnings on a pre-tax basis. If a medical plan is not selected, employees will receive a contribution of $300.00/month toward single coverage for Delta Dental, and Life Insurance. A vision plan (VSP) is also available. Employees pay the worker contribution to the Public Employees Retirement System (PERS). OTHER FRINGE BENEFITS: Accrue 102 hours of sick leave; 15 paid holidays; 15 paid vacation days; CALPERS Employer Contribution; Work remotely one (1) day every week (applicable after initial 6 months pending supervisor approval); Flexible work schedule depending on position; Commuter Benefit; Tuition Reimbursement; *Floating Holiday, Personal Leave, Executive Leave, and Personal Business vary depending on the position, collective bargaining agreement, and/or other regulations.
