ACALANES UNION HIGH SCHOOL DISTRICT CLASS TITLE: FISCAL ANALYST BASIC FUNCTION: Under the direction of Business Administrators, perform independently a variety of professional, advanced technical and analytical accounting duties assuring prompt and accurate handling of matters related in the areas of fiscal and budgetary analysis. Assist in the direction of work processes and instruction to employees in subordinate positions in the Business Department relieving administrators the basic analytical and reconciliation functions. These will include accounts receivable, accounts payable, payroll and general ledger accounts; review, audit and adjust assigned accounts; process, record and audit various transactions; prepare, reconcile and maintain a variety of financial and statistical records, reports and statements. REPRESENTATIVE DUTIES: ESSENTIAL DUTIES: Perform independently a variety of professional, advanced technical and analytical accounting duties assuring prompt and accurate handling of matters related in the areas of fiscal and budgetary analysis. Provide direction of work processes and instruction to employees in subordinate positions. Assist in training, guidance and coordination of accounts receivable, accounts payable, payroll and general ledger accounts. Perform internal and external audit processes to analyze personnel/payroll records assuring prompt and accurate handling of all matters related to district personnel compensation. Provide technical and analytical support to school sites and assist in resolution of site budget problems. Coordinate budget control functions with the accounting and payroll as directed. Compile and analyze a variety of financial and statistical data; maintain, review and adjust assigned accounts; update accounts to reflect income and expenditures; balance, adjust and reconcile various accounts. Coordinate accounts receivable; compile, process, and verify data for billing. Monitor, evaluate and follow up on outstanding accounts receivable balances; prepare, process, review, post and follow up on invoices; compose and distribute past-due notices concerning delinquent accounts; contact debtors to assure timely collection of owed monies. Research, compile, prepare and revise enrollment data and other documents; prepare and maintain a variety of statistical records, reports and files related to CBEDS, and mandated cost. Compare and reconcile various fiscal statements, records, reports and documents to assure accurate fund accounting; review and audit data, records, reports and documents for accuracy and completeness; identify, correct and resolve errors and discrepancies; initiate transfers as appropriate. Input a variety of financial and statistical data into an assigned computer system; establish and maintain automated records and files; initiate queries, develop spreadsheets and generate various computerized reports, invoices and other documents; assure accuracy of input and output data. Serve as a technical resource to personnel, outside agencies and the public concerning payroll and assigned accounts and functions; respond to inquiries and provide technical information concerning related accounts, transactions, forms, issues, records, practices, policies and procedures Communicate with District personnel and various outside agencies to exchange information and resolve issues or concerns; contact other departments to request information, data and documents related to budgets, payroll, and accounts receivable. Operate a variety of office equipment including a calculator, copier, fax machine, computer and assigned software. Provide input concerning the development and implementation of accounting policies and procedures to enhance the effectiveness and efficiency of assigned fiscal functions. Research and maintain current knowledge of policies, procedures, practices, laws and regulations related to assigned payroll and accounting functions. Train and provide work direction and guidance to assigned personnel as directed; assist staff with complex accounting transactions. Attend and participate in various meetings and in-services as assigned. OTHER DUTIES: Perform related duties as assigned. KNOWLEDGE AND ABILITIES: KNOWLEDGE OF: Principles and procedures of public agency fiscal management. Advanced, professional accounting practices and procedures. Knowledge of schools accounting theory and practices; principles of financial systems including auditing; general ledger system; California schools accounting procedures, systems, laws, codes and regulations. Knowledge of State Account Code System. Generally accepted accounting principles, practices and procedures. Principles and techniques involved in payroll preparation and processing. Preparation of financial statements and comprehensive accounting reports. Policies and objectives of assigned programs and activities. Operation of a computer and assigned software. Oral and written communication skills. Interpersonal skills including tact, patience and courtesy. ABILITY TO: Ability to plan, organize and coordinate a variety of fiscal operations. Analyze, generate, evaluate and implement financial procedures for effectiveness and efficiency. Demonstrate proficiency in the use of software applications including spreadsheets, data base programs. Establish and maintain cooperative professional working relationships with District personnel and the public. Ability to communicate effectively in oral and written form; train others. Ability to anticipate problems, develop and implement procedures for resolution. EDUCATION AND EXPERIENCE: Any combination of training, experience and/or education equivalent to: Bachelor’s Degree in accounting, finance, business administration or closely related field and five years of professional experience in accounting, budgeting and/or financial management, or closely related field, preferably in a California public school district.
