This position is located within the District Business & Advisory Services Department and reports directly to the Chief of District Business & Advisory Services. The Director III of District Business Services is responsible for leading the County Office of Education's treasury functions, including overseeing Local Educational Agency (LEA) cash management, coordinating the transfer of funds from state agencies, and managing warrant processing and other disbursements. The department also oversees attendance data collection, J29 property tax reporting, cash reconciliations, interest apportionments, temporary borrowing, and provides guidance and technical assistance to school districts on school business accounting and categorical program fiscal management.

THE POSITION: The job of Director III - District Business Services is established for the purpose of providing strategic leadership and comprehensive oversight of District Business Services, including fiscal management, compliance, and advisory functions. This role is responsible for guiding departmental staff, collaborating with ACOE management, and supporting school districts in banking, accounting, procedural, and regulatory issues. The Director III is the fiscal lead for direct service school districts. This role ensures the development and implementation of innovative financial practices and policies that align with organizational goals and legislative mandates. LOCATION: 313 W. Winton Ave. Hayward, CA 94544 TYPICAL DUTIES: Directs and oversees department operations, the maintenance of services and the implementation of new programs and/or processes (e.g. audit, approval, recording and reconciling of school district warrants, payroll, vendor payments, etc.) for the purpose of providing services within established timeframes and in compliance with regulatory standards and organizational objectives. Leads and facilitates meetings, workshops, seminars, etc. (e.g. financial procedures, regulatory requirements, accounting, banking, school business issues, etc.) for the purpose of identifying issues, developing recommendations, supporting other staff, and serving as the County's representative. Maintains a variety of manual and electronic fiscal information, files and records for the purpose of providing an up-to-date reference and audit trail. Monitors budget allocations, expenditures, fund balances and related financial activities for the purpose of ensuring that allocation are accurate, revenues are recorded, expenses are within budget limits and/or fiscal practices are followed. MINIMUM QUALIFICATIONS: Education: Bachelor’s degree in job-related area Preferred. Experience: Six (6) years of management level experience in the Business department of a local education agency or public education-focused organization. Supervisory experience is required. Equivalency: Any combination of education, training and job-related experience equivalent to the above qualifications.
