POSITION: Director, Human Resources Services

·       8:00am-5:00pm (8 hrs); 12 months, permanent

·       Location: 1644 Magnolia Avenue, Redding

SALARY:        Management Salary Schedule Range 27

                          $118,108 - $150,744 per year

  Master’s stipend $2,825/year or Doctorate stipend $3,725/year


Purpose 

The job of Director - Human Resources is done for the purpose/s of planning, organizing, and directing County Office of Education-wide human resources services with specific responsibility for overseeing the entire recruitment, selection, and employment process; providing expert consultation and information to employees and administrators regarding policies, regulations, and negotiated language; and ensuring that all personnel functions and employment practices conform to applicable regulatory requirements, Education Code, and collective bargaining agreements. 

 

This job reports to the Senior Executive Director, Human Resources Services. 

 

 


 

 

Essential Functions

  • Directs and oversees the entire organization-wide recruitment, screening, selection, and hiring process (e.g., formulating strategic recruitment plans, advertising, processing applications, preparing screening criteria, conducting interviews, and managing onboarding) for the purpose of meeting staffing requirements across the County Office and districts while complying with established legal guidelines. 

  • Develops and updates organizational job descriptions for the purpose of maintaining accurate classification standards and regulatory compliance. 

  • Collaborates with County Office and district administrators for the purpose of developing strategic recruitment materials, exchanging technical information, resolving high-level personnel issues or concerns, and coordinating countywide staffing activities. 

  • Interprets and administers collective bargaining contract language, California Education Code, and federal/state employment regulations for the purpose of ensuring full compliance with regulatory requirements and advising management teams. 

  • Conducts and reviews complex classification and compensation studies (e.g., salary and benefit surveys, data analysis, analytical reports) for the purpose of evaluating and providing technical recommendations for new and revised job classifications to leadership. 

  • Monitors and manages organization-wide position control, labor contracts, vacancy listings, seniority lists, and salary schedules for the purpose of ensuring accurate tracking, fiscal alignment, and completion of personnel actions within established parameters. 

  • Investigates and works with the Senior Executive Director to resolve written and verbal inquiries, and complaints from a variety of internal and external sources (e.g., managers, union leadership, staff, districts, public) for the purpose of resolving complex problems, enforcing contract compliance, and promoting a healthy work environment. 

  • Performs personnel administrative functions (e.g., interviewing, assigning, evaluating, and supervising assigned professional and administrative staff) for the purpose of maintaining department outcomes, enhancing productivity, and arranging for appropriate staff development. 

  • Prepares and maintains a wide variety of manual and electronic documents, complex reports, and board presentations relating to human resources functions for the purpose of documenting activities, ensuring compliance, and providing audit references.

  • Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.
     

Job Requirements: Minimum Qualifications

Skills, Knowledge and Abilities

SKILLS are required to perform multiple, highly complex, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include: planning and managing complex projects; human resources management in a public school agency; preparing and maintaining accurate records; and training, developing, and supervising professional staff. 

 

KNOWLEDGE is required to perform advanced math; review and interpret highly technical information, write technical materials, and/or speak persuasively to implement desired actions; and analyze situations to define issues and draw conclusions. Specific knowledge-based competencies required to satisfactorily perform the functions of the job include: personnel practices applied within an education environment; current knowledge of California Education Code; theory of collective bargaining and contract administration; and advanced employee recruitment, selection, position classification, and salary administration principles. 

 

ABILITY is required to schedule a significant number of activities, meetings, and/or events; gather, collate, and/or classify data; and use job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using a variety of standardized methods. Responsibility

Responsibilities include: working independently under broad organizational guidelines to achieve unit objectives; managing a specialized division within a department; and tracking budget expenditures. Working Environment

The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, and significant fine finger dexterity. Generally the job requires 75% sitting, 12.5% walking, and 12.5% standing. This job is performed in a generally clean and healthy environment. 

 

Experience  Job related experience within a specialized field with increasing levels of responsibility is required.

Education    Bachelor’s degree in job-related area preferred.

Equivalency Any combination equivalent to a Bachelor's degree in human resources management, public administration, business administration, or a related field, and at least five (5) years of increasingly responsible technical experience in employee recruitment, selection, labor relations, or position classification.
