Under the direction of the Assistant Superintendent of Human Resources, the Director of Certificated Personnel Services oversees and manages all certificated human resources functions for the District, including recruitment, staffing, credentialing, employee relations, labor relations support, substitute services, and personnel compliance. The position provides leadership and guidance to site and district administrators regarding certificated personnel policies, procedures, and state and federal regulations, while supporting the District’s commitment to equity, diversity, and excellence in education.

Primary Function:
Under the direction of the Assistant Superintendent for Human Resources, the Director of Certificated Personnel Services plans, organizes, oversees, and directs the district’s certificated personnel functions and administers all phases of certificated personnel policies by performing the following duties.
MAJOR DUTIES AND RESPONSIBILITIES: includes the following. Other duties may be assigned.
- Administers the personnel functions of recruitment, selection, promotion, transfer and reassignment for the district.
- Advises, assists and trains district administrators in handling certificated personnel policies.
- Serves on certificated negotiating teams, assisting the district spokesperson in developing negotiation proposals and determining costs.
- Recruits, selects, trains and assign substitute teachers.
- Maintains contacts with business, industry, and other public agencies for the purpose of exchanging ideas, seeking and providing pertinent information and promoting better personnel practices.
- Recommends new or revised personnel policies.
- Coordinates new teacher orientation, support and alternative credentialing programs.
- Maintains and safeguards complete and comprehensive records for each certificated employees.
- Works with the Special Education, Bilingual, GATE, and Federal and State Projects Departments regarding recruitment and staffing matters.
- Maintains liaison with college and university placement centers.
- Prepares for and holds staff meetings.
- Attends departmental meetings as necessary.
- Assists in administration of fair employment practice and the district affirmative action policy and plan.
- Assists with credential problems.
- Gives presentations regarding personnel procedures and laws.
- Maintains department budgets.
- Provides assistance with visas and credentialing for international teachers.
- Maintains an applicant tracking system and communicates with applicants as appropriate.
- Prepares reports and conduct surveys.
- Must be able to attend evening and weekend meetings.
- Must have access to a motor vehicle for use during the workday, in the evenings and on weekends.
- Should be willing to travel extensively domestically and internationally to recruit staff.
Supervisory Responsibilities:
- Directly supervises all classified positions that staff the certificated personnel office.
- Carries out supervisory responsibilities in accordance with the district policies and applicable laws.
- Responsibilities include interviewing, hiring, and training employee; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Ability to:
- Read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
- Write reports, business correspondence, and procedure manuals.
- Effectively present information and respond to questions from groups of managers, district staff, government agency staff, and the general public.
- Solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
- Interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
- Speak a language other than English is desirable.

Education and/or Experience:
- Possession of a valid California preliminary or professional clear multiple or single subject teaching credential authorizing service as an elementary or secondary teacher.
- Possession and maintenance of a valid California administrative credential authorizing service as an administrator.
- Bachelor’s degree (Master’s preferred) from an accredited college or university with graduate work in school administration, personnel administration, labor relations or business administration preferred.
- Experience in managing or directing public school or other public sector personnel and labor relations programs; or equivalent combination of education and experience.
