The Merced County Office of Education assists Merced County’s 20 school districts through support and oversight of curriculum and instruction, alternative education, business services, early education, technology, migrant education, special education, and teacher credentialing. MCOE is led by the elected Merced County Superintendent of Schools and governed by the Merced County Board of Education. While serving as a focal point to facilitate local school/government/community partnerships, MCOE is responsible for the fiscal oversight of each school district in Merced County, hears appeals for student expulsion hearings and interdistrict transfers and operates Green Meadows Outdoor School.

Under the supervision of the assigned administrator, the Youth Services Specialist Lead provides leadership and coordination for countywide efforts to support the educational rights and needs of students in foster care and youth experiencing homelessness. The Youth Services Specialist Lead serves as the primary liaison between LEAs, schools, group homes, placing agencies, and community service organizations to ensure that the educational needs of students in foster care and youth experiencing homelessness are being met. This position is responsible for providing advanced technical assistance, oversight, and evaluation of youth services programs; developing and facilitating professional training; fostering interagency partnerships; and ensuring compliance with federal, state, and local mandates. The role also includes leading data collection and reporting efforts, guiding case management processes, facilitating cross agency meetings, and supporting the implementation of best practices through mentorship and collaborative leadership. This position is included in the classified bargaining unit and is subject to terms of the union agreement regarding membership.
Requirements / Qualifications
This position requires an Associate’s Degree in the area of social services, behavioral science, or related field, and six (6) years of experience working with students receiving services through public systems in an educational setting. An equivalent combination of higher education and relevant experience may be considered.
